The signing ceremony of the United Nations Convention against Cybercrime ( Hanoi Convention) will take place in Hanoi on October 25-26, 2025. For the first time, a Vietnamese location has been listed and associated with a global multilateral treaty related to an area of great interest to the international community.
At the Press Conference on the signing ceremony of the United Nations Convention against Cybercrime organized by the Ministry of Foreign Affairs, Major General Le Xuan Minh - Director of the Department of Cyber Security and High-Tech Crime Prevention and Control (A05 - Ministry of Public Security ) shared about the practical actions of Vietnam in general and A05 in particular regarding the Convention about to be signed in Hanoi.
More than 100,000 cases related to cybercrime
At the press conference, Major General Le Xuan Minh - Director of the Department of Cyber Security and High-Tech Crime Prevention (A05 - Ministry of Public Security) said that the situation of cybercrime in Vietnam in recent times has been very complicated in terms of scale, nature and level of influence.
According to Major General Le Xuan Minh, the number of cybercrimes related to cyber attacks and cyber incidents in the past year is estimated at more than 100,000 related cases. In particular, cybercrime groups are gradually shifting from small, simple attacks to organized, highly international attacks and attacks on key systems of countries and businesses that play a major role in the economy .

According to the representative of A05, the crime of fraud in cyberspace is very complicated. Especially the crimes that have collusion and connection between countries. These types of fraud crimes are also a concern, a danger, and a great impact on countries around the world.
A05 has taken many measures and carried out many international cooperation and coordination activities with police and law enforcement agencies of other countries to join hands in fighting this type of crime.
According to Major General Le Xuan Minh, the Party and State always attach importance to and pay special attention to the fight against cybercrime, especially in the current period of national digital transformation.
In Resolution 57 of the Politburo on innovation, science and technology development, digital transformation, cyber security has become a pillar that goes hand in hand with the general development in the country's development process.
"We are implementing and perfecting the legal system related to cybercrime. Building a legal corridor that meets domestic and international standards to comply with international regulations and create the most favorable conditions for domestic and international enterprises to be best protected in the investment environment and develop science and technology in Vietnam. At the same time, we also build and perfect the forces participating in ensuring security and safety in cyberspace. We are implementing key and urgent national tasks to best ensure cyberspace, serving the national digital transformation process," said Major General Le Xuan Minh.

A05 representative also emphasized that the legal system is being perfected to best protect data and personal data. These are two areas of great interest in the national digital transformation process.
"We have built a development strategy to ensure that the enforcement force as well as the forces serving the national digital transformation have the best knowledge to ensure security and safety. At the same time, we also do a good job of propaganda and raising people's awareness so that people have the best knowledge in protecting personal data as well as making the best use of scientific and technological development achievements in cyberspace."
New legal corridor to join hands in fighting cybercrime
To implement as quickly as possible after successfully signing the Convention, Major General Le Xuan Minh said that the relevant authorities are in the process of reviewing relevant legal systems to ensure appropriate domestic requirements as well as the United Nations Convention on Cybercrime.
In particular, A05 will calculate as soon as possible, in accordance with the Constitution as well as international law, to implement the amendment of specific laws such as the Law on Cyber Security. Major General Le Xuan Minh said that he is in the process of reporting to the National Assembly for approval in October 2025. There are some contents that need to be added immediately to the Law on Cyber Security.

"The Cybersecurity Law being developed is a merger of two laws, the 2015 Information Security Law and the 2018 Cybersecurity Law. We are in the process of merging these two laws. In addition, we are also in the process of perfecting the legal system related to the Criminal Law to be able to implement as soon as possible the contents of the United Nations Convention on the exchange of criminal information, transfer of data related to criminal activities, extradition of criminals, and recovery of related assets as stated in the Convention," said Major General Le Xuan Minh.
A05 representative also emphasized: "We hope that when the United Nations Convention on Cybercrime is signed in Hanoi and ratified by countries, it will create a corridor and a new legal framework for countries to join hands in fighting cybercrime, sharing information and signs of crimes and coordinating investigations in handling crimes, handling criminal assets and extraditing criminals. We always want to build a cyberspace for countries around the world to use for the purpose of peace and common development."
The United Nations Convention on Cybercrime was adopted by consensus by the United Nations General Assembly on 24 December 2024 (New York time, USA).
Accordingly, the Convention was opened for signing in Hanoi on October 25-26, 2025 and is called the Hanoi Convention.
This is the first time Vietnam has signed a UN convention on this subject. This is also a historic opportunity to demonstrate Vietnam’s leading role in building a global legal framework to combat cybercrime.
