Technical requirements for motorbike registration from 2025

According to the Draft Circular of the Minister of Transport stipulating technical requirements for motor vehicles and specialized motorbikes subject to research and development that need to participate in road traffic, Article 5 of the draft stipulates separate technical requirements for each type of vehicle.

Notably, the draft requires that the maximum number of people allowed on a motorbike when participating in road traffic will not exceed 1 person, including the driver. This is to control the safety of traffic participants, minimizing the risk of accidents when the vehicle is overloaded.

The Registry Department proposes technical requirements for motorbikes from 2025.

The draft also mentions controlling the speed of vehicles during road testing. Specifically, motorbikes during test runs must move at a speed at least 10 km/h lower than the maximum speed allowed for that type of vehicle. This helps ensure safety for both the test vehicle and other vehicles participating in traffic, while limiting traffic obstruction.

In addition to motorbikes, the draft also proposes similar technical requirements for other types of vehicles, including cars, trailers, semi-trailers and special-purpose motorbikes. For cars, the maximum number of people allowed to be carried during road testing must not exceed 2 people, and the speed must be at least 20 km/h lower than the maximum speed allowed outside urban areas, or at least 10 km/h lower when in urban areas.

These new regulations aim to improve road safety across the country and ensure that vehicles on the road comply with strict technical standards. Limiting the number of people and the speed of the test will help reduce the risk of accidents and facilitate the quality management of vehicles before they are officially put into use.

The draft Circular is currently being consulted by the Ministry of Transport from experts and the public before being officially issued and applied in 2025.
