Disagreeing with the water index and not paying the bill, Ms. Do Thi Loan's (Vice President of Ho Chi Minh City Real Estate Association) house at Sunrise City South apartment building had its water cut off by the management board for 8 months. CBRE said that the water would only be turned on when Ms. Loan paid the full amount.

Ms. Do Thi Loan - Vice President of the Ho Chi Minh City Real Estate Association, currently owns apartment V5-1002 at Sunrise City South apartment building (Tan Hung ward, Ho Chi Minh City), reported that her apartment's water supply has been cut off by the building management unit for more than 8 months.

According to Ms. Loan, the reason her apartment's water was cut off was because she did not accept the water consumption figures provided by CBRE Vietnam (the building's management and operation unit) in the monthly service fee notices.

Ms. Loan said that the amount of water calculated in the bills was unusually high compared to her actual usage while she lived alone.

Therefore, Ms. Loan has sent emails and written responses to CBRE Vietnam, the management board, the apartment building management board and the authorities many times but has not received a satisfactory response.

Notably, during the water cut, Ms. Loan bought water from outside into the apartment building using plastic barrels and plastic cans, but was later prevented by the building management from using the elevator to transport water to the apartment.

CBRE Vietnam said water supply will be restored after payment

Responding to Tuoi Tre about Ms. Loan's reflection, CBRE Vietnam said "there was no fraud in calculating the domestic water index and water bills for residents in general and Ms. Loan in particular" and there were "full documents to prove this".

Regarding the reason for cutting off the water to Ms. Loan's apartment, CBRE said that because the residents did not pay the water bill for 3 consecutive months (from October to December 2024), the building management office was forced to cut off the water to Ms. Loan's apartment from January 7, 2025, in accordance with the building's regulations.

According to CBRE, this unit only collects and pays on behalf of Nha Be Water Supply Company. Currently, Ms. Loan's apartment owes 3 months of water bill (22m³ for October, 15m³ for November and 17m³ for December) with a total amount of 1,026,432 VND.

Regarding the reason for preventing Ms. Loan from bringing water to the apartment building, CBRE said that there had been a previous water spill incident that damaged the elevator, so they asked Ms. Loan to temporarily stop transporting water through the lobby to the elevator using buckets and barrels and asked Ms. Loan to have a safety plan.

In addition, CBRE said that the management board and the administrative board did not accept the request to publish data on water bill collection and water consumption of nearly 900 sub-meters because these data are personal data.

CBRE also said that this unit worked with Nha Be Water Supply Company, asking Ms. Loan to allow the installation of a secondary water meter for monitoring within 90 days, but Ms. Loan did not respond to CBRE.

"CBRE will supply water back to the apartment as soon as the apartment owner pays the outstanding water bill," CBRE informed.

CBRE said that after receiving Ms. Loan's complaint, the building management office responded, explained and offered solutions, but Ms. Loan did not accept.

Speaking to Tuoi Tre on the afternoon of September 10, Ms. Do Thi Loan said that she did not agree with the responses of CBRE Vietnam and continued to make recommendations to all levels. According to Ms. Loan, competent authorities need to intervene to protect the rights of residents. Ms. Loan said that the police should be invited to investigate, and based on the investigation results and public announcement of the Ho Chi Minh City Police, she will decide to pay the water bill.
