On the afternoon of October 22, the National Assembly discussed in groups the draft Law on Education and the draft Law on Vocational Education (amended), with the content that many delegates were interested in being the recognition of vocational education as a level of education in the national education system.
Representing the agency reviewing the draft law, delegate Nguyen Thi Mai Hoa, Vice Chairwoman of the Culture and Social Affairs Committee, said that vocational education with the new model of vocational training helps to solve the great needs of learners who do not have the conditions to study high school.
Ensuring quality for general education and vocational training
Ms. Hoa believes that when vocational training is defined as a new model, the vocational training program needs to be handled to ensure basic general knowledge and vocational knowledge. At the same time, it is necessary to determine how university entrance for vocational training graduates will be when universities require higher quality human resources, especially when society still values degrees.
Delegate Phan Van Mai, Chairman of the Economic and Financial Committee, said that vocational training still has a lot of room to improve labor productivity, so it is necessary to build a vocational education ecosystem and clarify the relationship between vocational training institutions, businesses and learners.
"In Ho Chi Minh City, the University of Technology can support mechanical engineering businesses in their strengths, and these facilities can be the practice sites of the University of Technology. People can buy production equipment worth hundreds of billions of dong to both produce and provide practical training, so the school does not need to spend this cost," he said.
Accordingly, it is necessary to build vocational standards according to international standards (ASEAN, OECD...) to control the quality of training. Review and strongly reform career guidance in high schools, possibly providing career guidance very early, such as aesthetics...
"It is necessary to promote career guidance in high schools, pilot breakthrough career guidance and vocational training models. For example, in grade 10, students can learn skills in artificial intelligence or computing. In grade 11, students can take additional classes, do more in-depth processing, or have regulations on special, specific vocational training forms," Mr. Mai said.
College is not the only path
Passionate about this issue, Vice President of the National Assembly Le Minh Hoan told the story of an agricultural high school in Nam Dinh that teaches using Japanese methods, which he visited three times to learn about. The school attracts many students from all over the place.
According to him, there is now a mindset of high-quality human resources, but sometimes high-quality education is mistaken for high-level education. Managing agriculture, traveling to many localities, he saw that in reality, we train many PhDs and engineers in crop and livestock farming, but the people who actually work are not trained as farmers.
According to Mr. Hoan, it is not just about creating a career that is suitable for the learner's ability, but in a transforming economy, there are many needs of a human resource pyramid, from high, medium, and low levels.
In Vietnam for decades now, the human resource pyramid has been inverted, “too many teachers, not enough workers”. This is different from Japan, where when a locality lacks human resources in a certain field, they will open a major for that field.
According to the Vice Chairman of the National Assembly, after completing vocational training, students can become the director of a cooperative, the owner of a small farm, open a homestay or the owner of an agricultural product store... The important thing is that all students are fully equipped with the knowledge to work. However, what he worries about is that implementing this model is not simple when society is used to a different way of thinking and looking at vocational education.
"We honor great scientists, academic scientists, professors, doctors, engineers, but no one honors vocational secondary school students. Even the study encouragement program provides scholarships for poor students who overcome difficulties, but have we ever thought about vocational students?" - the Vice President of the National Assembly raised the issue.
Citing a story in Singapore, Mr. Hoan said that they believe the most important thing is to do what job to be a useful person to society. Meanwhile, in our country, there are cases of people failing university and having... inferiority complex towards society, when they think that the only way is to go to vocational school.
According to him, university is not the only way, there are many options such as continuing education to higher levels, vocational training. The important thing is to change the mindset.
From the model of Nam Dinh province, Mr. Hoan believes that technical high schools have great goals, missions and meanings. Therefore, he hopes that this amendment to the law will help remove operational obstacles for vocational schools and technical high school models, contributing to increasing labor productivity and creating knowledgeable workers.
