At the meeting, Deputy Chairman of the Committee for Science, Technology and Environment Tran Van Khai stated that according to the national strategy on research, development and application of artificial intelligence (AI) by 2030, Vietnam aims to join the group of four leading countries in the ASEAN region and the group of 50 leading countries in the world in the field of research, development and application of AI.



Currently, the Government is urgently completing the draft Law on Artificial Intelligence to submit to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly to create a legal framework to promote research, development, application and governance of AI in a safe, responsible and humane manner.


In that context, the Vice Chairman of the Committee for Science, Technology and Environment said that the meeting with Mobifone Telecommunications Corporation aimed to listen to the opinions of businesses operating in the field of AI on the draft Law, providing more practical information to serve the National Assembly in the process of considering and passing the Law on Artificial Intelligence. The Vice Chairman of the Committee for Science, Technology and Environment asked Mobifone's leaders to clarify the difficulties and obstacles in implementation and propose and recommend policies to contribute to perfecting the draft Law.

Reporting on the implementation of AI-related application activities, Mobifone leaders also pointed out a number of difficulties and obstacles in implementing AI research, development, and application.

Data collection and processing are prerequisites for developing AI models and applications, especially large language models (LLMs). However, Vietnam currently lacks open data sets and high-quality shared data for businesses and organizations to exploit together, serving research and development of breakthrough applications.
In addition, data collection activities still pose many risks due to the lack of specific regulations on the scope and types of data that are allowed or not allowed to be collected and used in AI model training, making it difficult for businesses to ensure legal compliance when implementing AI projects. Businesses also face many barriers in investing in and accessing GPU server system infrastructure.
Mobifone representative proposed that the State issue clear regulations on the scope and types of data allowed for each purpose. Develop mechanisms and policies to encourage businesses, organizations and individuals to contribute and share data on open data warehouses and national shared data warehouses. Invest in building a shared national computing infrastructure, especially high-performance computing centers and national GPU clusters. Consider sharing GPU infrastructure among organizations and businesses to serve research activities in the field of AI. Establish clusters and link AI cooperation centers...

Affirming the need to develop and promulgate the Artificial Intelligence Law project to promote breakthrough development in AI in the coming time, Mobifone representative also recommended that the draft Law should follow the direction of building a framework and regulating general principles in research, development and application of AI; introducing preferential policies to promote AI development, especially policies to support businesses in the early stages of product formation and market research.

Speaking at the meeting, Vice Chairman of the National Assembly Le Minh Hoan emphasized that countries around the world are currently approaching the legal framework on AI in the direction of minimizing risks, while at the same time, creating conditions for the development of AI applications to serve aspects of economic and social life.
The Vice Chairman of the National Assembly hopes that businesses operating in the AI field will continue to closely coordinate with the State to build a feasible and practical Artificial Intelligence Law project; closely cooperate with the State, research institutes, and universities in ordering, training, and recruiting high-quality human resources for the development of AI and other strategic technologies.
Emphasizing that AI products need to create practical values to serve people's lives, the Vice Chairman of the National Assembly also hopes that Mobifone will continue to promote research, development, and integration of AI into serving industries, production and business activities, contributing to promoting growth for the country.
