Phu Tho: Announcement of emergency situation regarding landslides and erosion of Thao River bank

The emergency construction order will help promptly overcome the landslide incident on the bank and break of Thao River through Tam Nong commune, protect people's lives and property and stabilize their lives and production.

Faced with the complicated developments of the landslide incident on Thao River bank, section km73+100 - km73+300 in Tam Nong commune, Phu Tho province, the People's Committee of Phu Tho province has issued a Decision to declare an emergency situation on natural disasters and an Order to build emergency works to promptly remedy and minimize damage to people and property.

Accordingly, relevant departments, branches and units are assigned to urgently organize and implement project investment procedures and processes in accordance with current regulations; and implement emergency construction mechanisms to ensure progress.

The Department of Agriculture and Environment is responsible for monitoring, based on the actual situation and results of incident handling, to issue a decision to announce the end of the emergency situation, and at the same time, deploy work after the emergency period as prescribed.

The Department of Finance is assigned to preside over and coordinate with relevant units to propose and report to the Provincial People's Committee to promptly arrange funding sources for the project, ensuring timely completion.

At the same time, carry out project appraisal in accordance with the Law on Public Investment, the Law on Construction and related regulations; synthesize and propose a list of urgent public investment projects to submit to the Provincial People's Council at the nearest session; adjust and supplement the medium-term public investment plan for the 2021-2025 period in accordance with regulations.

The issuance of the Emergency Construction Order is expected to help promptly overcome the serious landslide incident on the Thao River bank and break through Tam Nong commune, protect the safety of people's lives and property, and stabilize life and production in the area.

The treatment plan is to use loose boulders to create a counter-pressure mechanism to prevent landslides, with a total treatment length of about 200 m.

The project has a total estimated cost of about 7.5 billion VND, using capital from the provincial budget and the provincial Disaster Prevention Fund. The project will be implemented from now and completed before December 31.

Previously, due to the influence of storm No. 5 causing heavy rain in the northern mountainous provinces, including Phu Tho, the water level of Thao River rose while the downstream level dropped, creating a strong current.

Along with that, the young alluvial land on the left bank encroaches on more than half of the riverbed, causing the main stream to approach the right bank, and the riverbed is eroded from 5 to 14 meters deep. The geology of the area is mainly sandy soil, causing landslides to occur quickly and dangerously.

Currently, the middle of Huong Non beach area from km 72+400 to km 73+300 of Thao River's right dike, about 900 m long, is eroding strongly, sweeping away over 15 hectares of people's crop land.

More seriously, at km73+100-km73+300, the landslide point is only about 18 m from residential houses (compared to 37 m on September 3), cracks appeared on the concrete road and residential fences. The landslide has eaten deep into the head of Huong Non embankment - a project invested in since 2016 - causing the risk of destabilizing the embankment and directly affecting 5 households; threatening more than 30 households living along the river.
