Attention should be paid to adding the Bao Ha - Lai Chau expressway project to the public investment portfolio for the period 2025

Results of the implementation of the National Assembly's resolutions on the 5-year plan for the period 2021 - 2025: Socio-economic development; economic restructuring; medium-term public investment; national finance and borrowing and public debt repayment; projected plans: National 5-year finance for the period 2026 - 2030; Medium-term public investment for the period 2026 - 2030. Report of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, Laws, Resolutions of the National Assembly, Ordinances, and Resolutions of the National Assembly Standing Committee in 2025.

Participating in giving comments on the Report on the assessment of the results of the implementation of the socio -economic development plan in 2025; the projected socio-economic development plan in 2026, delegate Hoang Quoc Khanh - Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Lai Chau province agreed and highly appreciated the results achieved. At the same time, the delegate said that the Government has proposed many key tasks and solutions to implement the socio-economic development plan in 2026 that are close to the actual situation. However, according to the assessment report, the results of public investment disbursement in the first 9 months of the year have not been as expected, so there needs to be more flexible, effective and practical mechanisms, in which attention should be paid to the settlement of administrative procedures for investment projects. Along with promoting public investment disbursement, delegate Hoang Quoc Khanh proposed that the Government pay attention to adding the Bao Ha - Lai Chau expressway project to the public investment portfolio for the 2025 - 2030 period so that the people of all ethnic groups in Lai Chau province can soon access the expressway, creating momentum for local socio-economic development, thereby contributing to the overall growth of the countries.

Implementing the 2-level local government and the Decree on decentralization and delegation of authority according to sectors and fields, the workload of specialized departments and offices is large, however, the staffing is not guaranteed, a civil servant must perform many different specialties and positions not in the same specialized field of training, so the quality of consulting work is not effective. Delegates proposed to soon have guidelines for recruiting civil servants to ensure human resources working at the commune level.

Regarding social security, delegates proposed that the Government consider and adjust the level of lunch support for preschool children as prescribed in Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government on preschool education development policy, ensuring that it is equivalent to the level of lunch support for children in boarding kindergartens as prescribed in Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government. Currently, the level of lunch support for preschool children according to Decree No. 105/2020/ND-CP: 160,000 VND/child/month, while the level of lunch support for children in boarding kindergartens as prescribed in Decree No. 66/2025/ND-CP: 360,000 VND/child/month...

Also at the group discussion, delegate Nguyen Huu Toan - Deputy Chairman of the Economic and Financial Committee of the National Assembly of the National Assembly Delegation of Lai Chau province spoke, stating that the highlight is the strong institutional transformation, with the arrangement of administrative units and the operation of 2-level local government, along with many major reforms in law, apparatus organization, private economy, strategic infrastructure, which is the foundation for long-term growth, of historical significance, shaping the country's development in the new era. However, the macro economy still has many shortcomings and challenges that need to be focused on to ensure stability, sustainable development and better take advantage of the opportunities of the current transition period.
