Report on the progress of implementing the construction of primary and secondary boarding schools in border communes

Attending the Conference were members of the Provincial Party Standing Committee, leaders of a number of relevant departments, branches and sectors and People's Committees of the communes: Phong Tho, Pa Tan, Hua Bum, Bum Nua, Dao San.

Implementing the Politburo's policy on investing in building schools for border communes and the direction of the Ministry of Public Security , the Provincial Party Committee, and the Provincial People's Committee, in which Lai Chau Provincial Police were assigned as the investor to build 4 inter-level boarding schools in Pa Tan, Bum Nua, Hua Bum and Dao San communes. Relevant sectors and levels have actively participated with high determination, in the spirit of "running and lining up", the people are very excited and agree when receiving the attention of the Party and State on the school construction policy.

The Provincial Police have actively and proactively done a good job of advising the Provincial Party Committee and Provincial People's Committee in implementing the policies and directions of the Politburo , the Government, and the Prime Minister; closely coordinated with agencies, departments, branches, Party committees, and commune authorities in reviewing, evaluating, finding locations, and adjusting plans for implementation immediately after being assigned.

After the decision of the Provincial People's Committee, the Provincial Police established a Steering Committee and a Working Group to concentrate forces and mobilize combined strength with the highest political determination to strive to complete the schools before the opening day of the 2026-2027 school year.

Up to now, the households have basically agreed, 28/28 households have received compensation and support according to regulations. For Bum Nua Primary and Secondary Boarding School, the Commune People's Committee has partially adjusted the planning; the Land Fund Development Center together with the Party Committee, the Commune Government, and specialized departments have conducted measurements and counting to serve the compensation and site clearance work. It is expected that on October 28, the Bum Nua Commune People's Committee will organize a meeting with the people to propagate the payment of site clearance money.

For Hua Bum Primary and Secondary Boarding School - The Commune People's Committee has made local adjustments to the general construction planning of Hua Bum Commune, arranged the land fund for construction and sent it to the Department of Construction for comments. Completed the measurement and assignment of ownership to 34 affected households, and the compensation and site clearance support plan.

For Dao San Primary and Secondary Boarding School, the units have selected 3 locations that ensure construction area, convenient for material gathering and construction.

Discussing at the Conference, delegates pointed out the difficulties and obstacles in the process of site clearance and implementation of steps to prepare for construction. Thereby, they proposed solutions to remove difficulties and speed up the implementation progress so that schools can be completed and put into use soon.

Provincial Party Secretary Le Minh Ngan delivered a concluding speech at the Conference.

Concluding the Conference, Provincial Party Secretary Le Minh Ngan requested the Provincial Police - the investor of the school construction projects - to speed up the progress of submitting to the province as soon as possible to have a basis for the next steps. The Provincial Police coordinate with local authorities and departments and branches to check the field plan, in the master plan, a location without problems must be selected for implementation. During the construction process, it is necessary to ensure the design function, minimize costs but ensure the natural terrain and landscape, ensure maximum functionality, and create a space for students to play and entertain.

The Provincial Party Secretary emphasized: The process of creating land for building schools must limit the impact on people's livelihoods. In addition to the 4 schools that plan to start construction in 2025, the remaining schools must complete site clearance in the first quarter of 2026.
