
According to information from PC07, at 1:08 a.m. on October 23, the Fire Fighting and Rescue Team of Area 31 received an urgent notification from the Command Information Center - PC07 about a rescue incident in Ben Cat Ward, Ho Chi Minh City. The cause was determined to be heavy rain causing severe local flooding in some residential areas.

Immediately after receiving the news, the authorities quickly dispatched 1 vehicle, 2 fire trucks and 20 officers and soldiers to the scene. The forces were mobilized from the following groups: Ben Cat Group (10 officers and soldiers), Hiep An Group (5 officers and soldiers) and Bau Bang Group (5 officers and soldiers).
According to reports from the scene, rescue forces have deployed activities at many different flooded areas: In the first case, 7 people were successfully rescued at Group 8, Cau Doi Quarter, Ben Cat Ward. In the second case, rescue was carried out in the area near Mai Thanh Wood Company Ltd. and neighboring houses, with 100 people needing assistance. In the third case, rescue was mobilized at Quarter 5, Ben Cat Ward, with about 20 people.

In complex weather conditions, the water flowed in at a large volume, with depths of up to nearly 2 meters in some places and strong currents, the officers and soldiers worked tirelessly. As a result, all 127 people, including many children and the elderly, were brought to safety.
