Colonel Phan Van Hoa, Commander of the Border Guard Command of Dien Bien province, said: Recognizing the special importance of people in border areas in preserving and protecting every inch of border land, recently, the Provincial Border Guard has proactively advised and implemented the Project "Promoting the role of military forces participating in the dissemination and education of law" with the core task of regularly propagating and bringing the law to people in the border highlands.
Based on the local situation and people's customs, every year, the Provincial Border Guard Command has developed a plan and propaganda content for each specific topic, ensuring effective propaganda for people to easily understand and implement. The forms of propaganda and dissemination of law are implemented in a diverse and vivid manner, such as: Direct legal talks; organizing legal consultancy programs; legal research competitions, dramatizing legal skits; distributing leaflets, propaganda on social networking sites and groups, integrating propaganda through programs and models to help people, the "Border loudspeaker" model or compiling and distributing leaflets and brochures on law with easy-to-remember, easy-to-understand content, suitable for the level and awareness of the subjects.
Directly participating in many propaganda sessions on border law, forest protection law, forest fire prevention and fighting... in border villages, Colonel Le Duc Nghia, Deputy Political Commissar of the Provincial Border Guard Command said: With each plan on the area of propaganda and dissemination of the law, the Command requires that the form of propaganda must be suitable to the customs and practices of the local people. Thereby, ensuring effective propaganda that is easy to remember, easy to understand and easy to implement.
Citing the propaganda session on forest protection and forest fire prevention organized by the Border Guard in coordination with the Dien Bien Provincial Forest Protection Department in Pa Thom village in November 2024, Colonel Le Duc Nghia said: Pa Thom is a village of the Lao ethnic group, people in the village have experience in going to the forest, living closely with the forest, so when propagating the Law on Forest Protection and Development in Pa Thom village, the propaganda officers spent a lot of time instructing people on how to patrol and protect forests in border areas; how to build firebreaks to prevent fires from spreading from production fields into the forest, instead of spending most of the time talking about the importance and value of forests like other places.
Talking with the people of Pa Thom village, Colonel Le Duc Nghia also hoped that the cadres and people of Pa Thom village would continue to coordinate to promote propaganda work to raise awareness and responsibility in forest management, protection and forest fire prevention according to the committed contents; actively exchange information, support functional forces in forest protection, border protection, and border markers, contributing to firmly protecting border security and sovereignty, and jointly developing sustainably. On the Vietnam-Laos border under the management of Dien Bien province, Huoi Puoc Border Guard Station is one of the units that has done a good job of propaganda and dissemination of laws, thanks to which the awareness of border law compliance of the people here has been significantly raised.
The situation of violations of encroachment and migration in the area is no longer as complicated as before. Lieutenant Colonel Vi Van Tien, Deputy Political Commissar of Huoi Puoc Border Guard Station, said: To effectively manage the 41.8 km border with Laos with 16 landmarks, the unit has proactively coordinated with local authorities to promote propaganda and dissemination of legal education to local people in many forms suitable to actual conditions.
Since the beginning of the year, Huoi Puoc Border Guard Station has coordinated to organize 41 propaganda sessions with 1,846 listeners on the Party's guidelines and policies, the State's policies and laws; the National Border Law, the Vietnam Border Guard Law, Decree No. 34/2014/ND-CP of the Government on regulations on land border areas and documents related to border management and protection.
Through the propaganda and dissemination of legal education activities carried out by the Huoi Puoc Border Guard Station, the awareness and sense of law compliance of the border people have been gradually changed. "Instead of being indifferent or giving up, now whenever they see any unusual activities or events, the border people proactively inform the border guards and local authorities for timely handling," added Lieutenant Colonel Vi Van Tien.
Highly appreciating the results of the propaganda and dissemination of laws to people in the border areas that officers and soldiers of Dien Bien Border Guard have carried out, Colonel Phan Van Hoa, Commander of the Dien Bien Provincial Border Guard Command, said: In the period of 2021-2024, the provincial border guard force organized 4,344 propaganda and dissemination sessions of laws to 199,051 people; propagandized through loudspeakers and "Border loudspeakers" for 8,965 hours; compiled and printed millions of leaflets and propaganda brochures to distribute directly to officers and people in border areas...
Not only that, the Provincial Border Guard also maintains 148 mailboxes for reporting illegal entry and exit, located at the headquarters of the People's Committees of communes and cultural houses of border villages and hamlets. The efforts of the Provincial Border Guard in propaganda and dissemination of legal education have contributed to strengthening the trust of ethnic people in the border force, building a solid people's border defense posture, and maintaining peace at the Fatherland's border.
