The Department of Education and Training of Quang Ninh has proactively advised and issued many important documents to develop preschool education. Up to now, 100% of children study 2 sessions/day, and universal education for 5-year-old children has been firmly maintained in the province. 100% of preschool facilities in the area publicly disclose educational quality, are transparent in financial management, and at the same time reform administration to create favorable conditions for parents.

Notably, professional support activities between localities, sharing of management and teaching experiences are organized regularly. The connection between favorable and difficult areas has helped improve the learning conditions of children in mountainous areas, islands and ethnic minorities.
Health care, disease prevention, and school safety are top priorities. Last school year, 100% of preschools organized semi-boarding meals and used portion-calculating software. Meal quality improved, and malnutrition and overweight rates decreased significantly.
At the same time, child-centered educational models have been widely deployed, with hundreds of seminars and training sessions, along with tens of billions of VND in socialized resources. Thanks to that, the learning environment for children is increasingly friendly, encouraging experience and creativity according to the motto "learning by playing, playing while learning".

In particular, the province has paid attention to effectively implementing the project to enhance Vietnamese language for children in ethnic minority areas. Up to now, 100% of preschool facilities in these areas have enough staff, equipment, and learning materials, helping children confidently communicate in Vietnamese, creating a solid foundation when entering primary school. In addition, many facilities have introduced preschool children to English, creating a premise for learning foreign languages later.
The province currently has 614 preschool facilities. The school system has been expanded and diversified, with the development of many private preschools in urban areas and industrial zones. The quality of child care and education has increased significantly. The sector has firmly maintained 100% of preschool facilities that organize semi-boarding meals using management software to calculate food rations for children, children study 2 sessions/day and children are examined and monitored for health on growth charts according to regulations.
The management staff and preschool teachers are regularly trained and developed. The rate of meeting and exceeding the standard is increasing, over 90% of teachers effectively apply information technology in teaching. Many competitions for excellent teachers are organized, encouraging creativity and innovation in methods.
The province has also issued many specific policies to support teachers and staff, especially in disadvantaged areas. Thousands of staff and teachers are supported with summer teaching expenses, travel, living expenses, insurance, etc., thereby creating motivation to stick with the profession.
Digital transformation is a highlight when 100% of preschools update data online, apply IT in management, operation and organization of educational activities. Basic administrative procedures are digitized, contributing to the modernization of educational management. The province is also preparing conditions to move towards universalization for children aged 3-5 by 2030.
Besides the achievements, Quang Ninh also frankly acknowledged the limitations such as the development of private schools not commensurate with the potential, difficulties in ensuring the number of teachers... These are issues that need to be further resolved in the coming time.
