
The Department of Education and Training requires teachers to be flexible in their teaching methods and forms, enhancing students' self-study capacity and creative experiences. Teachers guide students to develop their problem-solving thinking ability, guide and support students to be proactive, positive, self-aware and develop their self-study capacity throughout the learning process. Diversify the forms of teaching organization, ensure attractiveness, effectiveness, suitability to school conditions, create interest in learning, comprehensively develop students' abilities and qualities.
Educational institutions, managers and teachers proactively adjust teaching content and materials in accordance with the revised General Education Program in Circular No. 17/2025/TT-BGDDT and organize implementation flexibly, in accordance with the specific conditions of the locality and educational institution.
Effectively implement methods and forms of testing and assessment; fully and seriously implement current regulations on student assessment in the general education program. In particular, focus on innovating methods, diversifying forms of testing and assessment in the direction of developing students' qualities and abilities.
Testing and assessment must be for the progress of learners, linked to the requirements of the program, suitable to the psychological characteristics of age, and cognitive level of students; teachers are encouraged to flexibly integrate assessment forms such as oral, written, practical, observation, learning products, paper or online tests, to comprehensively reflect the learning process and training results of students.

For specialized high schools, the principal develops teaching plans, teaching content, tests, and evaluates the implementation of the Advanced Education Program for specialized subjects according to the provisions of Circular No. 22/2025/TTBGDDT, dated September 30, 2025 of the Minister of Education and Training , effective from October 15, 2025.
The school enhances assessment during the learning process through a system of questions, exercises, group activities, learning projects, presentations, learning portfolios, etc.; organizes periodic assessment with appropriate forms such as practice tests, comprehensive tests, creative products, and integrated projects.
Assessment activities need to be designed with clear objectives, specific criteria, transparent scoring instructions, and advance notice of requirements and implementation methods so that students can proactively participate; focusing on assessing integrated educational content on environmental protection, biodiversity, integrity, traffic safety, human rights, Ho Chi Minh's moral thought, etc. to form and develop civic capacity, contributing to comprehensive education for students.
For primary school level, principals proactively review and evaluate the effectiveness of teaching organization, organize tutoring, training, and supplement knowledge for students before testing and evaluating to ensure compliance with the requirements of each grade level to accurately reflect students' learning outcomes.
For junior high school level, the construction of the matrix and specification of periodic tests for junior high school subjects shall be carried out in accordance with Official Dispatch No. 1246/BGDĐT-GDTrH dated April 4, 2022 of the Ministry of Education and Training and the training implementation content of the Department of Education and Training. In addition to the above dispatch, teachers at a number of educational institutions have participated in training and guidance courses on testing and assessment organized by external organizations and units. Participation in these training courses is for reference only and shall not be used as a basis for constructing the matrix and specification of periodic tests without guidance documents from the Ministry of Education and Training.
For subjects assessed by comments combined with assessment by scores at high school level, teachers develop matrices, specifications, test questions, and periodic marking instructions that ensure professional and technical requirements; are flexible, gentle, appropriate, and comprehensively reflect the students' learning process.
Heads of educational institutions proactively develop plans for mid-term and final examinations and assessments; and re-examine and assess subjects and training during the summer vacation according to the 2025-2026 school year timeframe.
The content of the tests and assessments is closely related to and does not exceed the requirements of the program. The mid-term and final tests are flexibly coordinated between subjects and levels so that the tests are not concentrated at one time, causing difficulties for students./.
