The province considers improving people's health as the foundation for building high-quality human resources to serve economic and social development, contributing to affirming the province's role in the development momentum of the Northeast region. People are the central subject, given the highest priority in building and implementing policies to strengthen protection, care and improve physical health, mental health, stature, longevity, and healthy life expectancy for comprehensive development; in which special attention is paid to children, the poor, social policy beneficiaries and ensuring gender equality. The goal by 2030 is to improve the physical strength, intelligence, stature and healthy life expectancy of people in the province. By 2030, the average height of children and adolescents from 1 to 18 years old will increase by at least 1.5cm; the average life expectancy will reach over 76 years, of which the number of healthy life years will reach at least 68 years.

In particular, the province is committed to ensuring health equity for residents in island, border and ethnic minority areas, providing essential health services to people's homes, and reducing disparities in access to health care. By 2026, the health insurance coverage rate will reach over 96% of the population, and by 2030, universal health insurance coverage will be achieved (100%); developing various types of health insurance. By 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap.
The province also aims to reduce the burden of disease and strengthen control of risk factors affecting health such as alcohol, beer, tobacco and the environment from soil, water, air... By 2030, the vaccination rate of vaccines in the Essential Immunization Program will reach over 95%; the rate of people regularly participating in physical activities will increase by 10%.
To strengthen the protection, care and improvement of people's health, Quang Ninh will strongly shift from a mindset focused on medical examination and treatment to proactive disease prevention, focusing on comprehensive and continuous protection, care and improvement of health throughout the life cycle. People will have access to quality medical services, aiming for comprehensive health care. From 2026, people will have regular health check-ups or free screening at least once a year, and will have an electronic health book created to manage health throughout the life cycle, gradually reducing the burden of medical costs.
The province also correctly identifies the position and role of preventive medicine, primary health care, and traditional medicine; focuses on building, perfecting, and enhancing the capacity of preventive medicine and the primary health care system to ensure early, remote, and grassroots disease prevention, ready to respond to public health emergencies; prioritizes the construction and synchronous investment in human resources, facilities, and equipment for commune-level health stations to meet requirements and tasks. Improve the quality of health care services, develop specialized health care, and ensure appropriate health security, especially as a province with a dynamic border and many international border gates, affirming its pioneering role in preventive medicine and treatment medicine. By 2030, 100% of commune-level health stations will be invested in facilities, medical equipment, and human resources according to their functions and tasks; by 2027, there will be at least 4-5 doctors. Increase the rate of medical examination and treatment covered by health insurance at commune-level health stations to over 20%.
Along with that, pay attention to training and developing quality, balanced, ethical and competent medical human resources, both professionally and ethically, to meet the tasks, satisfy the people and meet the requirements of integration; have preferential policies and special treatment throughout the process from training, recruitment, use, promoting the capacity and strengths of the medical staff, pay attention to attracting talents, experts and good doctors at home and abroad.
Quang Ninh's goal is to be among the leading countries in health indicators by 2030, achieving targets higher than the national average.
