Today (June 22), the National Assembly voted to pass the Law on Electronic Transactions (amended); the Law on amending and supplementing a number of articles of the Law on People's Public Security; discussed the Law on Telecommunications (amended) and the Law on Citizen Identification (amended).

The National Assembly met in the hall on the afternoon of June 21.

It is expected that in the morning, the National Assembly will vote to pass the Law on Electronic Transactions (amended).

The National Assembly will also vote to pass a Resolution on assigning the list and capital level for tasks and projects under the Socio -Economic Recovery and Development Program; assigning, adjusting and supplementing the medium-term public investment plan of central budget capital for the 2021-2025 period and allocating the central budget capital investment plan for 2023 of the national target program.

Afterwards, the National Assembly discussed in the hall the draft Law on Telecommunications (amended).

In the afternoon, the National Assembly voted to pass the Resolution on the establishment of the National Assembly's Thematic Supervision Delegation in 2024 and the Law on amending and supplementing a number of articles of the Law on People's Public Security.

Regarding the draft Law on Electronic Transactions (amended), on the morning of May 30, the National Assembly held a plenary session in the hall to consider a number of contents with different opinions.

Accordingly, the draft Law on Electronic Transactions (amended) after being accepted and revised includes 07 Chapters and 54 Articles. Accepting the opinions of National Assembly Deputies, Article 1 has been revised as in the draft Law in the direction of: only regulating the implementation of transactions by electronic means, not regulating the content, form, and conditions of transactions in different fields, including the fields of national defense and security. Transactions in any field will be regulated by the specialized laws of that field.

Regarding electronic signatures, there are opinions suggesting the need to clarify the connotation of digital signatures and electronic signatures; suggesting clarifying whether OTP, SMS or biometric forms are electronic signatures; some opinions suggesting research and additional regulations to create a legal basis for authentication measures with the role of electronic signatures.

Regarding the information system serving electronic transactions, there are opinions suggesting specific regulations on the responsibility of supervising and managing the information system serving electronic transactions of relevant state agencies. In response to the opinions of National Assembly Deputies, to ensure feasibility, Article 51 was renamed and its content was adjusted accordingly.

Regarding the draft Law amending and supplementing a number of articles of the Law on People's Public Security , on the morning of June 2, the National Assembly held a plenary session to discuss this draft law.

Earlier, at the working session on the morning of May 27, the National Assembly heard the presentation of the Government 's Report and the Verification Report of the National Assembly's Committee on National Defense and Security on the draft Law amending and supplementing a number of articles of the Law on People's Public Security. In the afternoon of the same day, the National Assembly discussed this content in groups.

According to the Government's Submission, based on the provisions of the 2019 Labor Code and the special nature of the People's Public Security Force, it is necessary to amend the current regulations on the maximum service age of officers, non-commissioned officers, and police workers in the Law on People's Public Security accordingly.

In addition, the promotion to the rank of General ahead of schedule for People's Public Security officers with outstanding achievements in combat and work has been stipulated in the 2018 Law on People's Public Security, but it is not specific, so its application is still difficult and inadequate. The regulations on the highest rank for positions and titles of People's Public Security officers still have some problems.

Therefore, it is necessary to develop a draft Law amending and supplementing a number of articles of the Law on People's Public Security to institutionalize the Party's guidelines and policies, remove difficulties and obstacles, ensure consistency and unity of the legal system, and meet the requirements of protecting national security and ensuring social order and safety.

Through synthesizing the opinions of National Assembly deputies discussed in the Group, it shows that the majority of opinions of National Assembly deputies basically agree with the Government's Submission, the draft Law amending and supplementing a number of articles of the Law on People's Public Security and agree with many contents in the Verification Report of the National Defense and Security Committee.

Reviewing the major contents of the draft Law that many National Assembly deputies were interested in at the previous group discussion session, Vice Chairman of the National Assembly Tran Quang Phuong informed about the necessity of promulgating the law, with opinions suggesting to clarify the political basis, the urgency of promulgating the law and the reason for proposing the National Assembly to pass this law at a session. Regarding the draft law dossier, many opinions suggested to supplement and assess the impact of policies and to request to collect opinions from subjects affected by the increase in the highest service age.

Regarding the regulation on considering early promotion when achieving exceptional achievements. The majority of opinions agreed on adding this regulation. However, some opinions suggested reporting more clearly on the practical application, some suggested reviewing the fields of achieving exceptional achievements to be complete and appropriate, adding exceptional achievements in teaching, medical examination and treatment... in the People's Public Security Force.

Many opinions suggested that the law should specify the criteria and conditions for early promotion to the rank of general. Some opinions suggested that the Government should specify the general criteria and standards for early promotion.

The majority of opinions agreed with the provisions of the draft Law on the position of police officers with the military rank of general; the provision to add a position with the military rank of Colonel. In addition, there were also opinions suggesting considering the content of assigning the National Assembly Standing Committee to stipulate the position with the highest rank of Lieutenant General and Major General because it is not specified in this law, to stipulate the general rank for newly established units and to clarify the implementation process.

Regarding the regulation that the position with the highest rank is Major General, many opinions suggested carefully reviewing a number of positions with the rank of Major General. There were opinions suggesting adding a Deputy Director of the Hanoi and Ho Chi Minh City Police Department to be a Major General, reducing the rank of General for Deputy Department Directors and equivalent, and increasing the number of Generals for the Police Directors of provinces, type 1 cities and mountainous border areas and islands.

Vice Chairman of the National Assembly Tran Quang Phuong said that regarding the regulations on the age limit for serving in the People's Public Security and the People's Public Security non-commissioned officers and officers, the majority agreed with the regulation on the highest age limit for serving in the People's Public Security non-commissioned officers and officers in the general direction of increasing by 2 years. In which, female lieutenant colonels will increase by 3 years and female colonels will increase by 5 years.

However, some opinions suggested reporting more clearly on the impact assessment on this age increase. It is suggested to consider the content of special cases that are extended beyond 62 years old for men and 60 years old for women according to the decision of competent authorities for clarity. Some opinions suggested that the regulation be consistent with the Labor Code.
