General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army, spoke at the Congress. General Phan Van Giang, Minister of National Defense, delivered the opening speech at the Congress. Delegates voted to approve the report on the results of the qualification examination of delegates. General Trinh Van Quyet, Director of the General Department of Politics of the Vietnam People's Army, presented the Political Report and Review Report of the Central Military Commission for the 2020-2025 term.
