According to observations by Lao Cai newspaper reporters, the landslides on the negative slopes of the Chay River seem to have been "swallowed" by the water into hollow cavities under the roadbed. Just a small amount of pressure from above the road surface or a heavy rain can cause the roadbed to collapse at any time.


Mr. Cao Van Han, a resident of Phuc Khanh commune, said: Due to the impact of heavy rain and floods, the river water level fluctuates, so every year, this section has landslides, which is very dangerous for vehicles. When the water level reaches the edge of the road, people do not dare to cross. At night, the lights are weak, many places are sunken, and accidents are very likely to happen.

The area above the Phuc Long hydropower dam from km114 to km115 has the most landslides. Due to the roadbed being soaked with water for a long time, when the floodwaters recede, these locations immediately subside. Notably, many locations have cracks extending all the way to the center of the road. This is also the section of road that many students frequently travel through, with a high risk of potential landslides.
Bui Khanh Duong, a student at Bao Yen High School No. 1, said: Every day I go to school through this road, seeing the landslides makes me very worried, many friends have fallen on this dangerous road.
According to local people, the riverbed used to be more than ten meters away from the road corridor. Since the hydroelectric dam started storing water and put into operation, the river water has risen to the edge of the road. With each flood, the flow increases sharply, swirling into the banks, causing continuous landslides. Although some locations have been temporarily embanked by the authorities and people with stone baskets and bamboo poles, after a few rains, all of them were washed away by the flood.

According to a synthesis from District 4, National Highway 70 (Road Joint Stock Company 242), in recent years, the frequency of heavy rains and the level of landslides have increased, especially due to the influence of storm circulation No. 3 ( Yagi ) in 2024, causing severe damage to the road, which has not yet been completely repaired. The representative of this unit said that to handle the fundamental problem, it is necessary to redesign weak foundation sections and reinforce the embankment with stone or concrete, but this requires a large amount of capital.
In the immediate future, to ensure safety for people and vehicles, local authorities have directed the stretching of ropes and the placing of warning signs at landslide sites and advised people to limit their travel.


Mr. Doan Tran Son - Vice Chairman of the People's Committee of Phuc Khanh Commune, said: Many landslides have been repaired by all levels and sectors, however, with the unusual weather in recent times, new landslides have appeared on the road, affecting travel and socio -economic development in the area. We have recommended that relevant departments and sectors consult with the Provincial People's Committee to request the Department of Roads to come up with a design plan and allocate funds to reinforce and protect the road.
National Highway 70 is one of the main traffic routes of the province. For the two communes of Bao Yen and Phuc Khanh, this is also the main road, running through the entire length of the communes, attracting many people and transporting goods in the area. Therefore, local people hope that the government and specialized agencies will soon have a thorough solution.
