New regulations on teacher quotas from December 16, 2023

The Ministry of Education and Training has just issued two new Circulars providing guidance on job positions, staff structure according to professional titles and quotas for the number of people working in public preschools, general education institutions and specialized schools.

Both of these Circulars take effect from December 16.

Norms on the number of people working in public preschools

Circular 19/2023/TT-BGDDT provides guidance on the number of employees working in public preschools as follows:

For children's groups: 15 children/group from 3 months to 12 months old; 20 children/group from 13 months to 24 months old; 25 children/group from 25 months to 36 months old are assigned a maximum of 2.5 teachers/group.

For kindergarten classes: 25 children/class from 3 to 4 years old; 30 children/class from 4 to 5 years old; 35 children/class from 5 to 6 years old with a maximum of 2.2 teachers/class.

For preschool education establishments that do not have enough children to arrange into groups of children or kindergarten classes as prescribed in Point a, Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT, or after arranging groups of children or kindergarten classes as prescribed in Point a, Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT, if there are still children left, the preschool teacher quota will be calculated based on the average number of children by age of each group of children or kindergarten class as follows: For every 06 children from 3 to 12 months old or 08 children from 13 to 24 months old or 10 children from 25 to 36 months old, 11 children from 3 to 4 years old or 14 children from 4 to 5 years old or 16 children from 5 to 6 years old, an additional 1.0 teacher will be arranged;

For mixed groups of children and mixed kindergarten classes according to the Preschool Charter, the teacher quota is arranged according to the provisions at Point a and Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT.

For schools with only one group of children or one kindergarten class that do not have enough children to arrange according to the group of children or kindergarten class specified in Point a and Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT, 2.0 teachers/group of children or kindergarten class can be arranged.

Teacher quotas in public primary schools

For public primary schools, Circular 20/2023/TT-BGDDT provides guidance on teacher quotas as follows:

Primary schools are arranged with a maximum of 1.5 teachers/class for 2-session/day classes, and a maximum of 1.2 teachers/class for 1-session/day classes.

Primary schools, after calculating the number of students/class according to the provisions of Clause 2, Article 3 or according to the provisions of Clause 4, Article 3 of Circular 20/2023/TT-BGDDT, if there is a surplus number of students, then for every 12 students for schools in region 1 or 15 students for schools in region 2 or 17 students for schools in region 3, an additional teacher will be arranged.

In addition, each primary school is assigned a teacher to be in charge of the Ho Chi Minh Young Pioneers Team.

Teacher quotas in public junior high schools

For public junior high schools, Circular 20/2023/TT-BGDDT provides guidance on teacher quotas as follows:

Junior high schools are arranged with a maximum of 1.9 teachers/class.

Boarding schools for ethnic minorities, junior high schools for ethnic minorities, and junior high schools for the disabled are arranged with a maximum of 2.20 teachers/class.

After calculating the number of students/class according to the provisions of Clause 2, Article 3 or Clause 4, Article 3 of Circular 20/2023/TT-BGDDT, if there are remaining students, for every 17 students for schools in region 1 or 20 students for schools in region 2 or 22 students for schools in region 3, an additional teacher will be assigned;

In addition, each secondary school is assigned a teacher to be the General Manager of the Ho Chi Minh Young Pioneers Team.

Teacher quotas in public high schools

For public high schools, Circular 20/2023/TT-BGDDT provides guidance on teacher quotas as follows:

High schools are arranged with a maximum of 2.25 teachers/class.

Boarding schools for ethnic minorities are arranged with a maximum of 2.4 teachers/class.

Specialized high schools: Specialized classes are arranged with a maximum of 3.1 teachers/class.

After calculating the number of students/class according to the provisions of Clause 2, Article 3 or Clause 4, Article 3 of Circular 20/2023/TT-BGDDT, high schools, if there are remaining students, will be assigned one more teacher for every 17 students for schools in region 1 or 20 students for schools in region 2 or 22 students for schools in region 3.
