Regulations on industry preferential allowances and seniority allowances for teachers

I am a senior specialist at the Department of Education and Training (code 01.002). On August 1, 2024, I received a decision to work at a high school as a civil servant (code 01.002). After that, the Department of Home Affairs decided to transfer my rank and salary from senior specialist (code 01.002) level 1, coefficient 4.40 to the professional title of High School Teacher Grade II (code V.07.05.14), level 2, salary coefficient 4.34 from September 1, 2024.

I am reserved a difference coefficient of 0.06 during the time I hold the professional title of Grade II High School Teacher. May I ask, in August 2024, I am a civil servant of High School with code 01.002, will I be paid industry preferential allowance and teacher seniority allowance? (nghiemxuan***@gmail.com)

The preferential allowance regime for teachers working at public educational institutions is applied according to Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister and related guiding documents. Accordingly, the 30% allowance applies to teachers who are directly teaching in junior high schools, high schools, general technical - career guidance centers, continuing education centers, vocational training centers in the plains, cities, towns; professional secondary schools, vocational schools; political training centers of districts, towns, cities under the province;

The seniority allowance regime for teachers in public educational institutions is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government. Accordingly, teachers participating in teaching and education and paying compulsory social insurance for 5 years (60 months) are entitled to a seniority allowance equal to 5% of their current salary plus leadership position allowance and seniority allowance exceeding the framework (if any). From the sixth year onwards, each year (12 months) is calculated with an additional 1%.

According to your letter, as of August 2024, you are holding the rank of senior specialist, not belonging to the group of professional titles of teachers. Therefore, you are not eligible for seniority allowance and preferential allowance for teachers this month. The above allowances will only be applied from the time you are transferred to the professional title of high school teacher (code V.07.05.14) from September 1, 2024.
