Pioneering in implementing the apparatus revolution, creating new development space

Building 12 laws, ordinances, 14 resolutions of the National Assembly, 125 resolutions of the National Assembly Standing Committee, 116 decrees and over 200 resolutions and decisions of the Government, this is a "huge" amount of work that the Party Committee of the Ministry of Home Affairs has led and directed during the 2020 - 2025 term in order to promptly institutionalize the Party's policies and practices set out in the fields of state management of the Ministry.

This result contributes to the overall achievements in the work of building and perfecting the legal system of the Government in the past term, when it submitted to the National Assembly for promulgation 121 laws and resolutions, the Government and the Prime Minister issued under their authority 813 decrees, 11 resolutions and 164 decisions - a number considered a "record" in the term in terms of promulgating documents under the authority of the Government and the Prime Minister.

Timely resolution of difficulties and problems

The review report of the past term shows that the Executive Committee and the Standing Committee of the Party Committee of the Ministry of Home Affairs always determined that the leadership, direction, development and institutionalization of the Party's policies and guidelines in the Ministry's fields of work is a central and continuous task, one of the three strategic breakthroughs in the term, so they have devoted all their enthusiasm and resources to focus on implementation. Although the assigned tasks are difficult and complicated, some of them are unprecedented; However, promoting the achieved results, together with the close leadership and direction of the Politburo , the Secretariat, the Government, the Prime Minister and the Party Committee at higher levels, the close and effective coordination of ministries, departments and branches at the central and local levels, with high political determination, innovation in thinking and leadership methods, daring to think, daring to do, daring to take responsibility for the common interest, the Party Executive Committee of the Ministry of Home Affairs has led and directed the Ministry and branches of Home Affairs to achieve many important results of historical significance for the country.

In the work of building and perfecting institutions, many important institutions and policies have been recognized and highly appreciated by the Central Government, the National Assembly, the Government and the Prime Minister , especially the building of a revolutionary institutional system in the historical period of restructuring the apparatus, reorganizing administrative units, organizing two-level local governments associated with restructuring and improving the quality of cadres, civil servants and public employees, building a system of state administrative agencies close to the people and serving the people.

Along with the work of building and perfecting institutions, the Party Executive Committee of the Ministry has focused on leading and directing the organization and implementation to improve the effectiveness and efficiency in the fields of state management of the Ministry, promptly resolving difficulties and problems of ministries, branches and localities, meeting the requirements and demands of the practical situation.

At the same time, the Party Committee of the Ministry always identifies the development of science , technology, innovation and digital transformation as a particularly important, urgent and breakthrough task serving the work of building and perfecting the institutions and policies of the Ministry. The Party Committee of the Ministry has led and directed the drastic implementation of digital transformation; specialized databases have been gradually formed, including important databases such as the national database on cadres, civil servants, public employees, and the database of meritorious people that have been connected and shared with the national database on population to effectively serve state management. Many application software have been completed, managed, used, and gradually promoted effectively, ensuring the requirements for direction, operation, settlement of administrative procedures, and stable and effective provision of public services.

Historical mark

The results of the leadership of the Executive Committee and the Standing Committee of the Party Committee of the Ministry in implementing political tasks were clearly demonstrated through the speech of Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh at the 1st Congress of the Party Committee of the Ministry of Home Affairs, term 2025 - 2030 (in mid-August 2025), that the past term was a special term, bearing a historical mark not only for the Home Affairs sector but also for the entire political system. The Ministry of Home Affairs has played a pioneering role in advising and implementing a revolution in organizational apparatus, recreating a new development space for the country.

One of the outstanding highlights, bearing the Party Committee's breakthrough mark, was pointed out by the Deputy Prime Minister with specific "quantification": strongly advising to reduce 5 ministries and ministerial-level agencies, reduce 3 agencies under the Government; abolish 30/30 general departments and equivalents, cut thousands of focal points at department, bureau, and branch levels.

The country has reduced from 63 to 34 provinces and cities, reduced 6,714 commune-level units and ended the operation of district-level administrative units. Along with that is a strong decentralization and delegation of power, with more than 1,200 tasks transferred from the district level to the provincial and commune levels, of which more than 84% have been delegated to commune-level authorities to ensure that the government is close to the people, serving the people better. This is a breakthrough achievement, helping the Government apparatus become streamlined, reduce intermediate levels, and operate more effectively and efficiently. The arrangement of administrative units and the organization of two-level local governments is truly a reconstruction of the country in the new era.

The Party Committee has led the industry to successfully complete the tasks transferred from the Ministry of Labor, War Invalids and Social Affairs, ensuring uninterrupted operation of social policies, further consolidating the pillars of social security and people's trust.

Employment policies have been effectively implemented, keeping the unemployment rate at a low level of below 3%. Wage policies have been significantly improved, with the base salary of officials, civil servants, and public employees increasing by 57% compared to 2021.

The tradition of "When drinking water, remember its source" has been strongly promoted. During the term, the Gratitude Fund has mobilized more than 3,000 billion VND; the President has given gifts to nearly 20 million meritorious people with a total budget of more than 6,100 billion VND, ensuring that the lives of meritorious people are increasingly improved. Successfully implementing a humane policy of putting into operation the Martyrs' Gene Bank, contributing to realizing the long-standing desire, in the hearts of the people and veterans, of identifying the remains of martyrs with missing information.

According to the Deputy Prime Minister, the requirements are extremely urgent, requiring very high quality advice, but in a very short time. "To complete this huge, complex and unprecedented workload, I know that the collective leadership, cadres and party members of the Ministry have made outstanding efforts. Behind that massive workload are many worries and concerns, with hasty meals and sleepless nights," the Deputy Prime Minister shared.

Attending and speaking at the 80th Anniversary Ceremony and the 1st Patriotic Emulation Congress of the Ministry of Home Affairs, General Secretary To Lam also affirmed that, regardless of the period - wartime or peacetime, construction or innovation - the Home Affairs sector is always a steadfast, dedicated, and creative force, directly contributing to building national governance and caring for social security.

The results in the leadership and direction of the Party Executive Committee of the Ministry of Home Affairs have contributed significantly to the effective implementation of the socio-economic development tasks of the Government Party Committee in the past term.
