On October 10, the first "Private Economic Panorama" (ViPEL 2025) program took place at the National Convention Center in Hanoi. More than 500 businesses participated in discussions within the framework of 4 specialized committees and the ViPEL Women Entrepreneurs Forum.
At Committee 1 on new technology and innovation industries, the Vietnam Low-Tech Economic Alliance with 10 representatives of enterprises, institutes and schools of emerging technology industries was formed.
Low Altitude Economy (LAE) is an economic ecosystem operating in airspace below 1,000m, including activities related to unmanned aerial vehicles (UAV/Drone), electric vertical take-off and landing vehicles (eVTOL/Air Taxi), with the support of important technologies such as artificial intelligence (AI) and semiconductors.
The launch of the Vietnam Low-Tech Economic Alliance marks an important milestone in the process of elevating Vietnam's position on the global technology map.
The alliance brings together leading technology, financial, start-up and expert corporations, with the common goal of forming a key economic sector. Thereby, promoting the strong development of thousands of supporting businesses, bringing in tens of billions of USD in the next 10-15 years and creating 1 million high-quality jobs.
Vietnam - with its geopolitical advantages, policies encouraging innovation, and a young and dynamic workforce - is facing a "once-in-a-lifetime opportunity" to become a low-end industrial center of the region and the world.
The LAE Alliance not only opens up "soft infrastructure" for Vietnam's low-end economy but also creates a foundation for Vietnam to master "Made by Vietnam" technology.

Sharing at the meeting of Committee 1, Mr. Tran Anh Tuan, Vice President and CEO of Vietnam UAV Network, said that in the world , the low-altitude aviation industry is expected to be valued at about 700 billion USD by 2035.
In China, the sector is growing rapidly, with an estimated size of $71 billion by 2023, up more than 33.8% year-on-year.
For Vietnam, the potential of the low-end economy is estimated to reach 10 billion USD, if existing opportunities are well exploited. The biggest challenges now come from legal barriers and technological readiness.
Current regulations on UAV security and management are still specific and tightly controlled, leading to many difficulties for domestic research and development (R&D), testing and production of drones. This is an obstacle that needs to be removed to pave the way for the development of this new but potential field.
