
On the afternoon of October 10, Vice Chairman of Hanoi People's Committee Truong Viet Dung presented a Letter of Merit to Dong Da Ward Public Administration Point, recognizing its breakthrough efforts in administrative procedure reform. According to the Prime Minister's Index on the National Public Service Portal, Dong Da Ward has made a spectacular rise: In July 2025, it ranked 119/126 communes and wards; in September 2025, it rose to 3/126 communes and wards. The results achieved demonstrate the drastic direction and high sense of responsibility of the staff and civil servants of Dong Da Ward in recent times.
Vice Chairman of the City People's Committee Truong Viet Dung acknowledged and believed that Dong Da ward would continue to promote the spirit of initiative and solidarity, maintain the achieved results and share experiences with other localities, contributing with the whole city to effectively carry out the tasks of administrative reform and digital transformation, towards an increasingly professional and modern administration serving the people.
* On the same day, October 10, O Cho Dua Ward launched the AI Virtual Assistant to support management and operations and help citizens resolve administrative procedures. The AI Virtual Assistant system of O Cho Dua Ward was developed based on a survey of actual needs, integrating ward-level administrative data and training with an advanced AI model. The People's Committee of O Cho Dua Ward deployed the construction of 2 AI Virtual Assistants to support management and operations and assist citizens in resolving administrative procedures at the ward.
For virtual assistants for officials and civil servants, this is a tool to support officials in looking up laws, drafting and summarizing reports. In particular, Virtual Assistants have the ability to score legal documents, warn early about errors in legal basis, signing authority or document issuance process. This helps officials reduce pressure, have more conditions to focus on professional work and improve the accuracy and transparency of the administrative system.
Meanwhile, the virtual assistant that supports people in handling administrative procedures will provide specific instructions on document components and steps to perform online public services; quickly and accurately answer administrative questions, and provide support outside of business hours.
In the coming time, O Cho Dua ward will continue to upgrade, improve and expand the virtual assistant system to agencies and organizations in the political system, at the same time, maintain data updates, regularly train the system, listen to feedback from officials and people so that the virtual assistant becomes increasingly intelligent, friendly and useful.
*Also on October 10, Minh Chau island commune organized an assessment of the science and technology development program, innovation and digital transformation, and launched activities in response to National Digital Transformation Day 2025.
Minh Chau island commune is the first locality in the country to deploy the establishment of electronic health records for all people, effectively implementing the 45-day and night campaign to support digital transformation. The commune has established 7 community digital transformation teams, effectively operating the Public Administration Service Point; 100% of cadres and civil servants are equipped with computers, digital signatures, official mailboxes, and unified use of document management systems, online meetings and online public services.
In addition, the "Digital Literacy for All" movement was widely launched by the commune, helping people, especially the elderly and farmers, gradually form basic digital skills in performing public services, electronic payments, accessing online learning and commerce platforms.
In the coming time, the commune will focus on implementing three major groups of tasks: Building a digital government (completely digitizing all business processes and administrative records; promoting the provision of online public services, towards transparent and effective government operations); developing a digital economy - digital society (applying technology in smart tourism, high-tech agriculture, e-commerce; building a "correct - sufficient - clean" database of population, land, education, and health); popularizing digital skills for people (effectively operating 5 community digital activity points, providing instructions on installing and using essential applications such as VNeID, Etax Mobile, cashless payments, online learning...).
With the motto "Taking people as the center - taking technology as the driving force for development", Minh Chau commune is determined to make digital transformation the main driving force in socio-economic development, aiming to build a smart Minh Chau commune in the soonest time.
