On October 16, the Department of Medical Examination and Treatment Management - Ministry of Health in collaboration with PATH in Vietnam summarized the project "Enhancing the use of medical oxygen and the respiratory care ecosystem in Vietnam" (SOURCE). The project has contributed to the completion of the national health management system, while ensuring safe and effective access to medical oxygen for the people.
One of the highlights of the project is the construction and operation of the National Management System for medical practice and treatment activities.
Accordingly, this system is designed according to the centralized management - interconnection - data analysis model, to monitor the entire operation process of practitioners and medical examination and treatment facilities nationwide.
According to Mr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management, the system has 4 main functional groups: managing practitioners, monitoring from training, granting certificates, renewing to continuous practice management.
Manage medical facilities from licensing, adjusting information to ceasing operations. Connect and integrate data, connect with the Ministry of Health 's Public Service Portal and specialized databases, ensuring data synchronization and real-time updates.
Finally, analysis and reporting, providing in-depth reports, supporting management agencies in decision making, detecting abnormalities in practice activities and managing medical human resources.
"All information about medical facilities, practitioners, licenses, etc. is managed on a single system. This will help medical facilities check the scope of licensed doctors and physicians, and whether they are currently suspended from practice or not.
In the near future, it is expected that the practice licenses of doctors and medical staff will be integrated with VNeID. This will help increase transparency, reduce procedures, shorten processing time and improve monitoring efficiency," said Mr. Duc.
The Ministry of Public Security 's proposal on building national data also adds basic data on medical human resources, medical equipment, pharmaceuticals and professional organizations to be collected.
Currently, the whole country has about 500,000 people, from nurses, technicians to doctors, working at nearly 60,000 facilities, from small clinics to large hospitals.
According to Master Pham Quoc Trung, Department of Medical Examination and Treatment Management, managing practice and practice facilities using a national system will solve many problems.
"For example, controlling whether doctors and medical staff operate within their scope of practice, or whether practicing at multiple medical facilities is appropriate.
A doctor must practice appropriately. If a doctor practices in Hanoi at 5 p.m. but at 5:15 p.m. is practicing in Ninh Binh, it is not appropriate. And based on the medical examination and treatment data of medical facilities, such a situation will be managed and corrected," Mr. Trung stated.
Increasing access to medical oxygen
In addition to digital transformation in management, the project also focuses on increasing access to medical oxygen - an "irreplaceable essential medicine" in the treatment of respiratory diseases, surgery and emergency care.
From 2023-2025, the Ministry of Health and PATH will issue National Guidelines on Establishing Medical Oxygen Systems to help nearly 13,000 medical facilities nationwide build oxygen systems that are suitable for practical conditions, effective and sustainable. Develop an online training platform (E-learning) with 57 lectures on respiratory resuscitation, supporting the issuance of continuing education (CME) certificates to more than 125,000 doctors.
Conducted scientific research on hypoxemia in more than 6,000 patients in Quang Ninh province, providing the first data in Vietnam on actual medical oxygen consumption needs in treatment.
