
Ca Mau Tuberculosis and Lung Disease Hospital has a scale of 100 beds. In early 2025, the annual budget per bed is 2.4 billion VND. This amount is enough to pay salaries from January to March 2025. In the following months, the hospital will use hospital fees and health insurance advances to pay salaries. Due to low medical examination and treatment revenue, salary payments cannot be guaranteed. In addition, by the end of August 2025, the hospital still owes more than 2.2 billion VND for medicine purchases.
According to the Ca Mau Department of Health, not only the Ca Mau Tuberculosis and Lung Hospital, but also other public health facilities in the province are short of money to pay salaries to employees from now until the end of 2025. The reason is due to the problem of health insurance medical examination and treatment costs exceeding the payment levels in 2020 and 2023, which have not yet been settled. The Social Insurance Agency's settlement of health insurance medical examination and treatment costs on a quarterly and annual basis is still very slow and untimely (only 80% is advanced).
In addition, the revenue from medical examination and treatment at some medical examination and treatment facilities is still very low, the budget allocated to hospitals and medical centers (with medical examination and treatment activities and general clinics) is based on the number of beds. Meanwhile, the revenue is not guaranteed, so it is difficult.
