At the recently held Ho Chi Minh City - US 2025 Autumn Forum; Professor Tran Ngoc Anh, Lecturer at Indiana University and member of the National Advisory Council for Resolution No. 57-NQ/TW, said that the new megacity is a comprehensive restructuring of the development space, converging the three most dynamic economic poles in the country. With its position as a financial center, Ho Chi Minh City not only concentrates capital flows but is also a platform for data management, trust and innovation, becoming the "financial heart" of the Southern key economic region. Professor Tran Ngoc Anh suggested that the city should strengthen cooperation with international centers such as Singapore, New York and Bloomington FinTech Hub in the US to learn about digital financial operation, supervision and startup models. In the context of the Vietnam-US relationship being upgraded to a comprehensive strategic partnership, the two sides have a great opportunity to build training programs on finance - data - AI, policy consulting on developing smart financial centers and urban risk management.
According to Mr. Nguyen Cong Vinh, Director of the City Department of Finance, by 2045, Ho Chi Minh City will become an international center of Southeast Asia, focusing on finance, trade, logistics, high-tech industry and sea tourism . These advantages come not only from its geographical location but also from its open policies, modern infrastructure and stable investment environment. Vietnam is increasingly attractive to US investment, with FDI capital realized in Vietnam in the first half of 2025 estimated at 11.72 billion USD, up 8.1% over the same period. The megacity of Ho Chi Minh City, as a locomotive, is taking advantage of this to attract capital flows from the US, especially in the context of Vietnam's trade surplus with the US reaching 62 billion USD in the first half of 2025, up 29%.

From the perspective of American businessmen and experts, the merger has turned Ho Chi Minh City into a potential destination, where expectations of change are materialized through practical cooperation projects. Mr. David Lewis, Chairman and General Director of Energy Capital Vietnam, who has been associated with Vietnam for many years, assessed this megacity as the "economic heart of the South", with an ideal maritime gateway location to attract international investment. He emphasized the challenges in logistics but at the same time proposed building a sustainable smart port, applying digital technology to optimize processes, connecting with industrial zones via highway and railway networks. According to him, effective public-private partnership (PPP) models will diversify the supply chain, from petrochemical refining to utility services, creating a sustainable maritime economic value chain.

Ms. Christina Bui, Executive Vice President of Robert Half Company and Partner of Cailan Investment Fund, with more than 20 years of experience in Vietnam, affirmed that Ho Chi Minh City is emerging as the new economic center of Asia - Pacific. She emphasized the potential from the dynamic young population, stable investment environment and efforts to build a financial center integrating fintech, data and innovation. According to her, success lies in long-term partnerships, respect for local culture and investment in people, aiming for sustainable development. This is the ideal time for American businesses to be present early, capturing the growth wave of the megacity.
These expectations were realized through the sharing at the forum. Mr. Darren Webb, CEO of Evolution Group, commented that Vietnam is a potential data center market in ASEAN, with demand increasing by more than 35% from 2021-2027 thanks to AI and cloud computing. The Group decided to invest in Ho Chi Minh City, reflecting its belief in the open-door policy. Mr. Varun Selvaraj, Director of Global Business Development of AMD Corporation, emphasized the cooperation after the MOU signed in June 2025, including human resource training in semiconductors, AI and HPC, and the construction of an R&D Center at the High-Tech Park. AMD is committed to supporting the City to become a regional technology center, contributing to the global value chain of the semiconductor industry.
Mr. Dang Ngoc Tien, Chairman and General Director of TJ Aerospace, introduced the Low Altitude Economy (LAE) model, with great potential from UAVs, eVTOL, AI and semiconductors. He proposed developing a high-tech ecosystem, training human resources, strengthening the domestic supply chain and perfecting support policies. The company committed to expanding production 4-6 times, focusing on aerospace components and medical technology, accompanying the City.
The forum witnessed five memorandums of understanding and cooperation agreements, from National University with Arizona State University on microchips, AI and medicine, to the High-Tech Park with TJ Aerospace, AMD, Evolution (a $500 million data center project) and Intel on semiconductor training. These moves not only strengthen the relationship but also pave the way for US capital to flow into the megacity.
The City leaders pledged to listen, accompany and support projects to achieve real results, increase import-export turnover and bilateral supply chain value. The megacity of Ho Chi Minh City, with its aspirations to reach out, is becoming a symbol of innovation and prosperity, worthy of being the international center of Southeast Asia, where American investors find golden opportunities for mutual development.
