- On the afternoon of October 17, the Ministry of Public Security held a conference to review the Plan to implement the 90-day campaign to enrich and clean up the national database on land and signed a coordination plan between the Ministry of Public Security and the Ministry of Agriculture and Environment to combat and prevent violations of laws related to wildlife protection in Vietnam. Comrade Tran Duc Thang, member of the Party Central Committee, Acting Minister of Agriculture and Environment and Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security co-chaired the conference.

The conference was connected online to the police bridge of provinces and centrally-run cities and then to communes and wards. Attending the conference at the Lang Son Provincial Police bridge were Major General Nguyen Tien Trung, member of the Provincial Party Standing Committee, Director of the Provincial Police; leaders of a number of provincial departments and branches; relevant agencies and units and a number of communes and wards in the area.
Implementing the Government's direction on implementing Project 06, on August 31, 2025, the Ministry of Public Security coordinated with the Ministry of Agriculture and Environment to sign and issue Plan No. 515/KH-BCA-BNN&MT on implementing the 90-day campaign to enrich and clean up the national land database (from September 1 to November 30, 2025). This aims to connect, integrate, and synchronize land data with the national population database, towards comprehensive digitization of land data, granting land plot identification codes, serving the settlement of administrative procedures quickly, accurately, and transparently for people and businesses.
As of October 15, 2025, after 45 days of implementation, ministries, branches and localities have carried out the campaign with many positive results. Specifically, the number of land plot data that localities have pushed onto the system to synchronize with the central government is over 18.1 million plots; of which over 9.6 million plots ensure the correct structure to synchronize with the National Data Center.
The work of creating land plot identification codes is being coordinated by provinces and cities with units using land management software to automatically create land plots (with all 3 information blocks: spatial data, attribute data and unstructured data). Up to now, 30 provinces and cities have created identification codes for millions of land plots. At the same time, 24/34 provinces and cities with a total of more than 40.8 million land plots have arranged their land database from a 3-level government model to a 2-level local government model...
In Lang Son, up to now, the whole province has completed nearly 50% of the campaign's workload, with more than 2.5 million land plots having their database built; of which, over 2.35 million plots are being edited and have their user and owner information verified.
During the program, representatives of ministries, branches and localities discussed and clarified the results achieved, pointed out difficulties and obstacles in the implementation process and proposed solutions to remove them in order to carry out the 90-day campaign to enrich and clean up the national database on land to achieve the set goals.
Concluding the conference, comrade Tran Duc Thang, member of the Party Central Committee, acting Minister of Agriculture and Environment, requested localities to continue to coordinate with units using land management software to arrange and organize the existing land database from a 3-level model to a 2-level model and add land plot identification code information to the existing land database.
At the same time, relevant localities and units continue to organize the review and classification of land data to provide to working groups for collection at the grassroots level; connect and share land databases with relevant local agencies to receive and resolve administrative procedures for people and businesses.
