Determined to disburse 100% of the public investment capital plan by 2025

On October 18, Prime Minister Pham Minh Chinh chaired the 4th online conference to promote public investment in 2025, in a combination of direct and online meetings with localities. Attending the conference were Deputy Prime Ministers; leaders of central ministries and branches and leaders of economic groups.

Comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference at the Lao Cai province bridge.

Attending and chairing the conference at Lao Cai province were comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrade Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee and leaders of relevant departments, branches and units.

At the conference, the Ministry of Finance said that the total state budget public investment plan for 2025 assigned by the Prime Minister is more than VND897,000 billion. The total capital allocated by ministries, central agencies and localities is more than VND871,000 billion, reaching 97.1% of the capital plan assigned by the Prime Minister; the remaining capital that has not been allocated in detail is more than VND26,000 billion.

From the beginning of the year to October 16, 2025, 455 trillion VND has been disbursed, reaching 50.7% of the plan assigned by the Prime Minister , an increase of 14.5 trillion VND compared to the disbursement amount up to September 30, 2025.

There are 9 ministries, central agencies and 16 localities with disbursement rates above the national average; in addition, there are 29 ministries, central agencies and 18 localities with disbursement rates below the national average.

In Lao Cai province, the total public investment capital plan for 2025 assigned by the Prime Minister is 9,047 billion VND. For this capital, Lao Cai province has assigned 100% of the plan to projects in detail. The total capital plan assigned by Lao Cai province is 15,119 billion VND (6,072 billion VND higher than the amount assigned by the Prime Minister).

By the end of September 30, 2025, Lao Cai province had disbursed 7,245 billion VND/total capital plan of 15,119 billion VND, equal to 47.9% of the plan. Particularly, the capital assigned by the Prime Minister has been disbursed at 73.2% of the plan, among the provinces/cities with high disbursement rates in the country.

In October 2025, Lao Cai province was assigned by the Prime Minister to add 535.3 billion VND (200 billion VND for overcoming the consequences of natural disasters; 335.3 billion VND for implementing ethnic boarding schools on the border). The province has completed the detailed allocation plan for the projects, and is expected to complete the detailed allocation work before October 30, 2025.

At the conference, representatives of ministries, branches and localities reported, discussed, analyzed and clarified the advantages, difficulties and obstacles in the process of disbursing public investment capital. At the same time, they proposed solutions and expressed their determination to promote the completion of the goals and plans for disbursing public investment capital in 2025.

Concluding the conference, Prime Minister Pham Minh Chinh commended and highly appreciated the efforts of ministries, sectors and localities with good results in disbursing public investment capital, and the contributions of collectives, individuals and people to public investment activities.

Regarding upcoming tasks and solutions, the Prime Minister requested Ministers, heads of sectors, and Chairmen of Provincial People's Committees to uphold their sense of responsibility and promote the role of leaders in leadership, direction, and implementation.

Thoroughly grasp and implement the "6 clear" motto, specify individual responsibilities; propose tasks and solutions close to the actual situation "only discuss, do not discuss backward", do with focus and key points.

The Prime Minister also requested ministries, central and local agencies to urgently allocate in detail the entire public investment plan for 2025; urgently review and evaluate the disbursement implementation situation; promote discipline and order, strengthen inspection and supervision; promptly handle difficulties according to authority; synthesize and report to competent authorities to thoroughly handle difficulties and problems; urgently perfect the apparatus, ensure human resources to implement projects.

Thereby, ensuring the disbursement rate of public investment capital reaches 100%, contributing to promoting growth to reach 8% by 2025, creating momentum, creating position, and creating force for double-digit growth in the following years.
