There are still many "bottlenecks"

The 1st Congress of Lam Dong Provincial Party Committee, term 2025 - 2030, set the goal that by 2030, Lam Dong will become a fairly developed province, one of the dynamic and sustainable growth poles of the region in the era of national development. The province's GRDP growth rate is from 10 - 10.5%. The average GRDP per capita by 2030 will reach about 6,700 - 7,500 USD. Total social investment capital accounts for 40% of GRDP.

The Lam Dong Provincial Party Congress also stated that, in order to complete the key goals and tasks, the next phase will focus on doing a good job of planning according to the new development space. The province will remove "bottlenecks" in the socio -economic field, and at the same time, mobilize, exploit and effectively use all resources for development.

In fact, Lam Dong's economy still has many "bottlenecks". To unlock resources, it is necessary to remove many related "bottlenecks". One of the areas that has an important impact on the province's economy is public investment. Director of the Department of Finance Phan The Hanh affirmed that to increase economic growth, the most important thing is to remove "bottlenecks" in the public investment sector. To do this, everything from preparing documents, procedures, investment policies, site clearance compensation to selecting construction units must be prepared. Avoid the situation where after the project has an investment policy, there are problems everywhere.

According to Mr. Hanh, in reality, the stages in implementing public investment are still passive. This leads to many obstacles in the implementation process. “We have spent too much time adjusting and supplementing to put the project into implementation. Currently, the list of medium-term investment projects for the period 2026 - 2030 has been approved by the locality. Based on this basis, investors are proactively taking steps to prepare for investment in the new phase,” Mr. Hanh shared.

Discussing GRDP growth, Director of Lam Dong Statistics Office Pham Quoc Hung shared that good disbursement of public investment capital will lead to growth in many other sectors. Effective public investment will impact the construction industry throughout the area. This increases the growth rate of the industrial and construction sectors, thereby contributing greatly to GRDP. "High capital disbursement will promote the progress of strategic infrastructure projects. This is also a premise to increase new production capacity, spreading to stimulate other economic activities," Mr. Hung affirmed.

Focus on attracting investment

Lam Dong currently has many potentials and advantages that not every locality has. To break through the potential, the locality must focus on attracting investment. Recognizing this importance, right after the 1st Provincial Party Congress, Lam Dong immediately organized the 2025 Investment Promotion Conference. This is not only a place to introduce potentials and investment opportunities, but also a respectful invitation from Lam Dong province to the business community and domestic and foreign investors.

One of the development breakthroughs identified by the Provincial Party Congress is that Lam Dong will promote administrative reform, completely remove bottlenecks and bottlenecks to unblock and promote all resources. The province will have a mechanism to attract large-scale private economic groups with capacity and experience to invest in the province.

According to Director of the Department of Agriculture and Environment Ton Thien San, to achieve double-digit GRDP growth, Lam Dong needs to attract investment in the sectors identified as pillars. First of all, the province must attract investment in the agricultural sector. Currently, agricultural production in the area is still fragmented and small-scale. Therefore, in addition to expanding the area, the province needs to promote production in the direction of applying science and technology and calling on large enterprises to pioneer investment in this field.

Regarding industry, Lam Dong needs to focus on removing difficulties related to mineral and bauxite planning. The locality is speeding up its proposal to the Ministry of Agriculture and Environment to remove areas with large projects, as well as some areas expected to grow, from the planning to ensure economic development and people's lives.

“Of the 5 large bauxite projects waiting for Lam Dong to grant investment policies, with a total capital of more than 5 billion USD, there are 2 projects that are not stuck, so the granting of investment policies will be accelerated. The Department of Agriculture and Environment is coordinating with units to remove difficulties in land, in order to free up resources. The unit is synthesizing and grouping stuck projects to assign focal points to related departments and branches to remove. Once the bottlenecks are removed, Lam Dong will be the choice of many investors,” said Mr. San.

Regarding GRDP growth, Hoa Thang Commune Party Secretary Nguyen Duc Hai Tung suggested that Lam Dong should create conditions and remove difficulties for tourism projects. “Lam Dong Provincial People's Committee needs to approve the general planning for the construction of Mui Ne National Tourist Area and establish zoning plans as a basis for putting projects into operation. The province needs to boldly withdraw slow-moving projects, thereby finding new investors for development. Avoid letting businesses take advantage of policies and waste land resources,” Mr. Tung shared.

It can be said that attracting investment is a key area that Lam Dong needs to implement with determination and determination. Successfully attracting investment will bring many other benefits such as: budget revenue, job creation, and contribution to GRDP growth.

Deputy Secretary General, Head of the Legal Department, Vietnam Chamber of Commerce and Industry (VCCI) Dau Anh Tuan said that Lam Dong needs to respond quickly, make decisions that keep up with trends and business decisions of enterprises, and avoid making enterprises wait for local administrative procedures. The province focuses on the process of implementing policies close to reality.

To achieve GRDP growth of 10 - 10.5%, Lam Dong needs to proactively remove difficulties and fully prepare all stages of public investment capital disbursement.

In the period of 2026 - 2030, to achieve double-digit GRDP growth and become a dynamic and sustainable growth pole of the region, Lam Dong will mobilize all resources to develop a synchronous and modern infrastructure system. In particular, the locality prioritizes investment in strategic transport infrastructure, digital infrastructure, inter-regional connectivity associated with new urban development, tourism and service complexes of regional and international scale.

According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi, Lam Dong has a lot of potential and strengths. To promote them, the locality really needs the support of businesses and investors. "With determination and determination, Lam Dong will gradually remove each bottleneck. The province will continue to accompany, listen and provide maximum support so that projects can be implemented quickly, effectively, in accordance with legal regulations, ensuring the harmony of interests of the State, investors and people", Chairman of the Provincial People's Committee Ho Van Muoi affirmed.
