In difficulty "emerges" invention

During the subsidy period, Te Lo commune was the poorest in the old Vinh Lac district. Poor because of "narrow land and crowded population", the fields were flooded before rain, and drought before sun, while the people were only familiar with backward, small-scale agricultural cultivation. Therefore, the people here struggled with the fields and could not escape poverty.

In times of difficulty, invention is born. In the early 90s of the last century, people here knew how to exploit the strengths of the scrap recycling profession, develop trade and services, especially develop industry and handicrafts in the area.

Up to now, in the commune, there are more than 1,500 households registered to produce and process scrap iron and plastic, including 13 enterprises specializing in the production of industrial steel billets with an output of thousands of tons/year/enterprise. In addition, there are dozens of establishments producing plastic beads, garments for export, wooden chopsticks, incense for export, creating regular jobs for more than 3,500 workers inside and outside the commune with an average income of 5 - 15 million VND/person/month. Thanks to that, the proportion of industrial production and small-scale industry accounts for more than 53% of the local economic structure.

To develop industry as it is today, over the years, Te Lo commune has always paid attention to building transport infrastructure, irrigation, land planning for industrial development, creating favorable conditions for businesses to invest in borrowing capital to build factories, install production line equipment. In particular, the commune has paid attention to site clearance, handing over clean land to businesses, supporting businesses to invest and operate effectively in order to shift the local economic structure.

According to Truong Bien Steel Trading Company Limited - a steel billet processing enterprise, since the beginning of the year, the company has been developing production in difficult conditions but has still exploited abundant local raw materials, so the company's steel billet output has still reached and exceeded the set target. In the first 6 months of the year, the revenue of facility 1 in Dong Van area (the company also has a steel billet factory in the old Ha Nam province) reached more than 150 billion VND, ensuring jobs for more than 50 workers with salaries from 10 - 20 million VND/month.

Mr. Tran Dinh Hoat's wooden chopsticks production facility in Lo Quynh village has been operating for more than 20 years, currently creating jobs for 25 local workers with an income of 4.5 million VND/person/month.

Mr. Tran Dinh Hoat, owner of a wooden chopsticks manufacturing facility in Lo Quynh village, said: More than 20 years ago, his family invested in establishing a wooden chopsticks manufacturing facility in the direction of industrial production, creating jobs and income on the spot. Thanks to the investment in machinery and maintaining prestige with customers, the wooden chopsticks manufacturing facility always achieves a turnover of nearly 20 billion VND/year, maintaining regular jobs for 30 local workers with an average income of 5 - 7 million VND/person/month.

Taking the development of industry and handicrafts to promote development

After the merger (3 communes including Te Lo, Dong Van and Trung Nguyen), the new Te Lo commune has a larger area and population, with a wider and deeper development of industry and handicrafts in the area. Since the beginning of the year, although industry and handicrafts production activities in the commune have encountered common difficulties, due to the proactive source of raw materials and finding customers, production has basically developed stably. The total production value in the area in the first 6 months reached nearly 6,270 billion VND, an increase of more than 11.7%/year, accounting for 53.2% of the total production value, an increase of 10% over the same period last year. Many enterprises have high production value such as: Vietnam Industrial Joint Stock Company specializing in steel billet production; Khanh Du Steel Joint Stock Company and Trading; Viet Nga Steel Joint Stock Company and Trading; Truong Bien Steel Trading and Joint Stock Company both achieved revenue of 150 - 250 billion VND and increased output and revenue by 5-10% compared to the same period in 2024.

With the right orientation and effective methods, the economic restructuring, gradually reducing the proportion of agriculture, increasing the proportion of industrial and handicraft development associated with the development of trade and services in Te Lo commune has helped people in the commune get rich right in their hometown. In the period of 2020 - 2025, the average income of people in the commune reached more than 180 million VND/year. This is the premise for Te Lo commune to continue to effectively carry out the economic restructuring towards increasing the value of industrial and handicraft production in the locality, in order to well implement the socio-economic development goals in the period of 2025 - 2030, building a sustainable new countryside.

For more diversified and effective development, Te Lo commune has planned 3 industrial clusters of craft villages with a total area of ​​nearly 100 hectares. Up to now, the Te Lo Craft Village Cluster project has been completed and put into operation, attracting nearly 250 households and production and business establishments; Dong Van Craft Village Cluster with more than 26 hectares has compensated for land clearance and compensation for over 90% of the area, initially attracting more than 30 secondary enterprises and production households to operate, creating jobs for nearly 200 workers with an income of 6-10 million VND/person/month; Trung Nguyen Craft Village Cluster with a scale of 20 hectares, is expected to complete land clearance and compensation in 2025.

Chairman of the People's Committee of Te Lo Commune Nguyen Ba Duong said: The Resolution of the Commune Party Congress for the 2025 - 2030 term continues to synchronously deploy solutions to effectively implement the local socio-economic development tasks. Accordingly, continue to develop planning, promote administrative reform; digital transformation, complete site clearance of Dong Van 2 Industrial Cluster and Trung Nguyen Industrial Cluster of more than 20 hectares; attract high-tech investment projects to develop effective industrial and handicraft production, improve people's lives.
