Effective employment solutions
On-site labor export is a form of labor recruitment for foreign enterprises operating right in the country of the worker. Through on-site labor export, Vietnamese workers can work right in their homeland in an international environment, while overcoming the shortcomings of direct labor export such as: Costs for labor brokerage companies; travel and accommodation costs in foreign countries; differences in climate, culture, etc.

There are currently nearly 2,300 FDI enterprises in Bac Ninh province. The number of employees in these enterprises accounts for the majority of the more than 550,000 employees working in the province's industrial parks. Many leading technology corporations such as Samsung Display, Amkor Technology, Goertek, Samsung Electronics... create jobs for a large number of unskilled workers in the assembly sector. At the same time, they also recruit many engineers and line management experts.
Mr. Dang Van Dung (born in 2003, in Tan Chi commune) studied at Bac Ninh Industrial College, Faculty of Industrial Electronics, graduated in April 2025. Immediately after graduating, Mr. Dung took the exam and was recruited to work at Samsung Display Co., Ltd. (Yen Phong Industrial Park) as a product quality inspection technician. Here, Mr. Dung was able to work in his major with an income of more than 8 million VND/month and enjoyed a number of other preferential policies on meals, shuttle bus, etc.
Immediately after graduating from the Faculty of Electricity and Electronics of the Vietnam - Korea College of Technology, Mr. Vu Quang Huy (born in 1998, in Bac Giang ward) found a job suitable for his major at Canon Limited Liability Company (Que Vo Industrial Park). Along with working hard and trying to learn and accumulate experience to improve his skills, Mr. Huy also learned a foreign language to be able to communicate well with foreign colleagues and managers. Currently, Mr. Huy works as a technician at Luxshare ICT Limited Liability Company (Van Trung Industrial Park) with a salary of 30 million VND/month.
FDI enterprises have brought about international working opportunities for many workers in Bac Ninh and neighboring provinces with an average income higher than the national average, estimated at more than 8 million VND/person/month. In such a working environment, workers have the opportunity to learn international working experience. At the same time, they are aware of the importance of studying to improve their technical expertise and foreign languages. Therefore, in recent years, the number of people of working age in the province receiving vocational training has increased. The rate of trained workers in the whole province is currently 80%, of which the rate of trained workers with degrees and certificates is 35.9%.
Maximize the advantages
Along with industrial development and investment attraction, the province always pays attention to training and fostering human resources. The Provincial Party Committee and the Provincial People's Committee always pay attention to directing and implementing the management and support of labor relations to build harmonious, stable and progressive labor relations. The competent authorities regularly propagate and disseminate to raise awareness among employees and employers about labor laws and labor relations.

In addition to implementing the general policy of the State, the province has developed its own policy to facilitate the promotion of high-quality human resource training and the semiconductor industry; invest in a network of vocational training facilities to provide vocational training and improve labor quality. At the same time, it encourages businesses to participate in training technical human resources, especially in the fields of electronics, semiconductors, and AI.
In addition, the province has a modern job introduction center system with the function of collecting information and analyzing the labor market, and a specific information sharing system about the needs of FDI enterprises, creating conditions for workers to refer to, thereby setting training goals for themselves and easily finding suitable job positions.
The effectiveness of on-site labor export has been clearly seen. However, in reality, this activity also has some shortcomings. FDI enterprises attract mostly unskilled workers, doing simple jobs such as assembling equipment parts in the production line, in which female workers make up the majority. Ms. Ha Thi Hoa, born in 2001 in Muong Lat commune, Thanh Hoa province, is working as a worker in an electronic equipment manufacturing enterprise in VSIP Industrial Park with an average income of 7 to 10 million VND. According to Ms. Hoa, this income level is very good compared to agricultural production in her hometown. Ms. Hoa said that because she has no professional qualifications and does not know a foreign language, her salary is lower than that of skilled workers and foreign language speakers in the same company. To have more savings to send home to her family, she works hard, does not participate in social activities and limits her return to her hometown to save costs. She really wants to work overtime because during these days, the company supports her with extra meals, pays her a higher salary, and reduces the electricity bill she has to pay for her rented room.
In industrial zones, there are many cases like Ms. Hoa, mainly manual laborers from other provinces coming to Bac Ninh to find work. Faced with this reality, the province has issued many instructions to functional agencies, especially the trade union system, to pay attention to organizing social activities to improve the material and spiritual life of workers.
To continue to effectively exploit the value of on-site labor export, in the coming time, training to improve workers' skills and foreign language proficiency needs to be paid more attention. At the same time, workers also need to be more aware of labor relations and the law so that they can adapt well and earn high incomes in their homeland.
