Accordingly, the total area of Bac Hai Van Landscape Protection Area has a special-use forest area of 7,354.97 hectares. Including the entire area of 6,276.57 hectares of special-use forest managed by the Bac Hai Van Protective Forest Management Board and the forest area of 3 communities of Thuy Cam, Thuy Yen Thuong, Thuy Duong villages with a special-use forest area of 1,078.40 hectares. The People's Committee of Hue City assigned the Department of Agriculture and Environment to preside over and direct the Bac Hai Van Protective Forest Management Board to coordinate with departments, branches, sectors and the People's Committee of Chan May - Lang Co commune to implement the project.
The establishment of the Bac Hai Van Landscape Protection Area aims to maintain and protect the natural landscape values and unique natural ecosystems, with rich biodiversity values with many endemic and rare species of animals and plants distributed in the area. At the same time, develop the potential of forest environmental services, absorb and store carbon, reduce greenhouse gas emissions, and promote green growth for the Chan May - Lang Co Economic Zone.
The project area is located in a natural ecosystem complex including forest ecosystem, lagoon wetland and Lang Co bay ecosystem. In particular, Bac Hai Van is located in the Bach Ma range, in the biological intersection between vegetation flows from the North down and from the South up, where a diverse forest ecosystem has been formed, rich in species composition, including many endangered and rare animal and plant species that need to be prioritized for protection.
According to incomplete studies, endemic and rare animals and plants have been recorded, such as the red-shanked douc langur (Pygathrix nemaeus), the goat (Capricornis sumatraensis), the small slow loris (Nycticebus pygmaeus), the lau-shaped mahogany (Sindora tonkinensis), the sticky rice (Aglaia spectabilis), the green ironwood (Erythrophleum fordii)... This is the starting point of the biodiversity corridor with many primeval forests connecting from the sea, through Bach Ma National Park, Saola Nature Reserve, and through Se Sap National Reserve (Laos).
By maintaining and protecting the natural landscape values, it will contribute to creating an environmental buffer zone and increasing the value of Lang Co Bay, for Hai Van Quan - a historical relic cluster of military architecture of the Nguyen Dynasty built in 1826 under the reign of King Minh Mang, creating an attractiveness for developing regional eco-tourism, while creating an environmental security buffer zone for the Chan May - Lang Co urban area in the future.
According to Mr. Le Ngoc Tuan, the project's budget until 2030 is 30 billion VND, mobilized from the State budget and other legally mobilized capital sources.
