The Prime Minister will attend the "First Panorama of the Private Economic Model"

(Dan Tri) - The Prime Minister and leaders of 7 ministries and branches will attend the program "First Overview of the Private Economic Model" (ViPEL) 2025 on October 10.

The Government Office has issued Document No. 9476 to the Ministry of Finance, Ministry of Industry and Trade, Ministry of Science and Technology, Ministry of Justice, Ministry of Construction, Ministry of Agriculture and Environment, and State Bank on agreeing to participate in the program "First Private Economic Panorama" (ViPEL) 2025 organized by the Private Economic Development Research Board (Board IV).

The Government Office's document requested leaders of 7 ministries, branches and relevant agencies to accompany the Prime Minister to attend the above program.

At the same time, the Prime Minister also requested the Ministry of Finance to coordinate with the Private Economic Development Research Board (Board IV) to study the proposals sent to the Government so that the Prime Minister can consider and handle the above proposals.

The Private Economic Panorama Model (ViPEL) was born and put into operation based on the directive and Notice No. 436 dated August 22 when the Prime Minister worked with Committee IV at the Government headquarters.

Organizing the Private Economic Panorama program is one of the four tasks assigned by the Prime Minister to Committee IV in coordination with the Ministry of Finance to implement Resolution 68 on Private Economic Development.

Immediately following the Prime Minister's direction, Department IV and the Department of Private Enterprise and Collective Economic Development (Ministry of Finance) coordinated and implemented the ViPEL model in the most practical and effective way as requested by the Prime Minister.

The first Private Economic Panorama Program will take place at the National Convention Center in Hanoi on October 10.

In the morning session, the 4 specialized committees will simultaneously hold separate meetings for each industry, with a maximum of 100 delegates per session. At the same time, Vietnamese female entrepreneurs will also organize a Women Entrepreneurs Forum within the framework of the Panorama of the Vietnamese Private Economy.

These working sessions bring together businesses, experts and representatives of relevant ministries, sectors and localities to identify the “big problems” and breakthrough growth potential of industry groups. Thereby, propose projects with a high spirit of “Public-private cooperation to build the nation” to coordinate in piloting new approaches and spreading positive values.

The afternoon Panorama Session is a high-level meeting with the theme “Public and private cooperation to build a strong and prosperous nation”. This session has a scale of about 500 delegates with the goal of reporting to the Prime Minister and leaders of ministries, branches and localities on the results of the morning sessions and previous Committee-level meetings.

At the same time, ViPEL 2025 will also officially propose the "Public-private nation building" initiative, the ViPEL model, along with breakthrough mechanisms in governance, implementation and launching the first public-private action programs.

The Prime Minister has asked the Ministry of Finance to review and handle the recommendations raised by Committee IV and the private business community in the report on the "Private Economic Panorama" model.

These proposals focus on the Government's consideration, recognition and support of the ViPEL model and the "Public-private partnership" initiative as a specific action program, a new way for the private business community to contribute and join hands with the Government to successfully implement Resolution 68 and major policies of the Party and State.

At the same time, it is recommended that the Prime Minister direct ministries, branches and localities to proactively coordinate with the Executive Council and specialized committees of ViPEL, forming an official cooperation mechanism to identify major problems, build and implement specific projects in the spirit of "Public - private co-building the nation", contributing to realizing the development goals of each branch and each locality in a practical and effective manner.

At the same time, the Prime Minister is requested to direct ministries, branches and localities to proactively and actively work with the Executive Council and specialized committees of ViPEL. Create an official coordination mechanism to jointly identify major problems, build and implement specific cooperation projects in the spirit of "Public - private co-building the nation", in order to effectively and practically realize the development goals of each branch and locality.

Based on the proposals of Committee IV and the team of entrepreneurs who founded the model, along with receiving opinions from both the public and private sectors, Committee IV also recommended that the Government study and issue a specialized Resolution on piloting the "Public-private nation-building" cooperation model.

This Resolution will be the legal basis for implementing ViPEL's breakthrough mechanisms, including applying specific mechanisms in selecting investors, assigning leadership to reputable domestic enterprises for national or local strategic projects, along with specific responsibilities for goals, progress, quality of work... Especially the responsibility for developing the domestic ecosystem, increasing the technological - economic content and all aspects of Vietnamese people through major problems.

The panorama of Vietnam's private economy is not an event, but a structure, a model with close connections first of all from Vietnamese enterprises, demonstrating the strong commitment of the private business community to respond to the Prime Minister's call on the spirit of "all people competing to get rich legitimately, contributing to building and protecting the Fatherland".
