According to the report of the Ministry of Finance , the total foreign capital plan for 2025 assigned by the Prime Minister is more than 23,416 billion VND; of which, ministries and branches are assigned 11,060 billion VND and localities are assigned 12,356 billion VND. In addition, 2,178 billion VND of capital for 2024 is extended to 2025. To date, disbursement has reached 18.7% of the capital plan; it is estimated that by the end of October 2025, disbursement will reach about 20% of the capital plan.
Although the Ministry of Finance as well as ministries, branches and localities have synchronously implemented many solutions to remove difficulties and speed up implementation progress; however, the disbursement rate is still lower than planned. The main reason is that the capacity of some investors is still limited, the preparation and implementation of investment is still slow; adjusting investment policies, adjusting projects, loan agreements, capital plans takes a lot of time... Thereby, affecting the progress of implementation and disbursement of foreign capital plans in 2025.
At the conference, ministries, branches and localities reported on the situation and progress of project implementation; analyzed difficulties, obstacles, causes and proposed solutions to overcome them; focusing on speeding up site clearance progress; shortening the time for handling administrative procedures in project approval, adjustment, capital withdrawal; shortening the time for negotiation and signing agreements with donors...
Speaking at the conference, Deputy Minister of Finance Tran Quoc Phuong emphasized: Foreign capital public investment accounts for a significant proportion of the country's total public investment, therefore, accelerating the disbursement of this capital source is not only an urgent requirement to promote growth but also a key task to ensure effective use of loans and maintain national prestige with international partners.
In order to speed up the implementation and disbursement of foreign capital in the last months of the year, Deputy Minister of Finance Tran Quoc Phuong requested ministries, branches and localities to focus on reviewing and thoroughly resolving difficulties and problems within their authority; develop capital plans close to implementation capacity; proactively coordinate and speed up the preparation of investment procedures, complete project legal documents; regularly and actively coordinate with donors to remove obstacles; focus on thoroughly disbursing for eligible projects.
In his role as an advisor on foreign capital planning, Deputy Minister of Finance Tran Quoc Phuong pledged to actively support localities in working with donors to shorten the time for negotiations, signing agreements and carrying out related procedures; at the same time, requesting units under the Ministry to proactively advise on removing difficulties and obstacles within the authority of localities, ensuring the completion of the target of disbursing 100% of the capital plan in 2025.
