The dispatch stated that, based on Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat on actively implementing the two-level local government model, strongly shifting the grassroots level to proactively grasp and manage socio-economic, national defense and security and Official Dispatch No. 322-CV/DU dated August 3, 2025 of the Government Party Committee on implementing Conclusion No. 183, after exchanging opinions with the Central Office and the Central Organizing Committee, the Ministry of Home Affairs requested ministries, branches, sectors and localities to strictly implement the direction of the Politburo and the Secretariat in Conclusion No. 183 and the opinion of the Government Party Committee in Official Dispatch No. 322.

Ministries, departments, branches and localities focus on reviewing and screening subjects affected by the organizational restructuring, making lists and issuing decisions on resignation of cadres, civil servants, public employees, workers and armed forces under their management authority according to Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) before August 31, 2025, the latest time to resign to enjoy policies and regimes is September 1, 2025; after this time it will end.

For cases in which competent authorities have issued decisions (decisions on early retirement, decisions on termination of employment) before August 1, 2025 to determine the subjects who will retire according to the roadmap until December 31, 2025, they will continue to enjoy policies and regimes according to regulations.

The Ministry of Home Affairs requests that ministries, departments, branches and localities promptly arrange funding and thoroughly resolve the payment of policies and regimes for beneficiaries, ensuring completion before August 31, 2025; in case of difficulties or problems related to funding sources, please consult the Ministry of Finance for guidance or report to competent authorities for consideration and decision.

According to Conclusion 183, the Politburo and the Secretariat assigned ministries, sectors, and localities to direct the settlement of policies and regimes for cadres and civil servants affected by the reorganization of the apparatus before August 31, 2025; after this date, it will end.

Previously, at the regular Government meeting in July, Minister of Home Affairs Pham Thi Thanh Tra informed that the support policy under Decree 178 will likely not be extended; requested localities to "act quickly and thoroughly". Officials who do not meet the requirements can be encouraged to quit their jobs proactively.

Units and localities that have decided to let their staff, civil servants and public employees quit their jobs due to the impact of the organizational restructuring need to promptly make payments of policies and regimes in accordance with regulations to ensure that when a decision is made to retire, it must be paid immediately. The Ministry of Home Affairs has agreed with the Ministry of Finance that if by the deadline of August 31, any unit or locality has not completed the payment, the Ministry of Home Affairs and the Ministry of Finance will report to the competent authority to consider the responsibility of the head.

According to Minister Pham Thi Thanh Tra, the resolution of policies and regimes for officials who have resigned or quit their jobs has not been drastic. Of the more than 95,000 people who have decided to resign, about 75,000 have had their expenses approved by competent authorities. Of these, only about 42,000 have been actually paid.

At the national online conference on professional training for commune-level cadres, civil servants and public employees in the field of state management of the Home Affairs sector, Minister Pham Thi Thanh Tra once again mentioned the Politburo's conclusion on the implementation of regimes and policies for cadres, civil servants and public employees according to Decree 178 and Decree 67 with the requirement of "trying to finish before August 31". At this time, we must actively review and encourage the dismissal of those who do not meet the requirements, to focus on improving the quality of the commune-level civil servant team.
