Quang Ninh spends more than 900 billion for more than 1,000 laid-off officials

Quang Ninh province has just approved a policy to support layoffs, streamlining staff and restructuring the organizational apparatus, with a total payment of more than VND900 billion for over 1,000 cadres, civil servants and public employees.

On October 6, Mr. Bui Tuan Anh, Deputy Director of the Department of Home Affairs of Quang Ninh , said that after officially operating the two-level government model (from July 1, 2025), the province issued decisions to lay off 1,065 out of a total of 1,309 cases subject to staff streamlining.

Of these, 943 cases have been paid more than VND974.7 billion; the remaining 122 cases were paid before October 15. In addition, the province has also resolved the leave regime for 768 part-time commune-level workers according to Decree 154/2025/ND-CP, with a total cost of more than VND39.3 billion.

According to the Department of Home Affairs of Quang Ninh, the payment and arrangement of officials are carried out synchronously with the streamlining of the administrative apparatus. After the arrangement, the provincial level has 14 specialized agencies (a 30% reduction compared to before), 211 administrative organizations and public service units, a reduction of 42 units. The commune level has established 164 specialized agencies and 69 public service units.

As of July 1, Quang Ninh has arranged personnel for 54 communes, wards and special zones with more than 21,000 cadres, civil servants and public employees. Of which, more than 1,700 commune-level cadres were converted into new commune civil servants, 263 civil servants were received at the Provincial Public Administration Service Center. The Provincial People's Committee has also approved a plan to recruit 584 new positions, prioritizing the fields of land, finance, information technology and accounting.

In addition, the province is implementing policies to support cadres after reorganization, such as arranging official houses, supporting social housing for those working far from their residence, and providing 98 cars for work in 54 communes, wards, and special zones.

According to Mr. Bui Tuan Anh, 100% of the province's administrative procedures have been synchronized to the National Public Service Portal. Up to now, Quang Ninh has received more than 141,700 records and processed them correctly and ahead of schedule, reaching 98.7%, affirming the initial effectiveness of the streamlined, effective and modern government model.
