Deputy Minister of Public Security Le Van Tuyen inspected the 2025 amnesty work in Quang Ninh

On the morning of March 25, a working delegation of the Ministry of Public Security led by Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, Standing Member of the Amnesty Advisory Council, Head of the Amnesty Steering Committee of the Ministry of Public Security, inspected the amnesty work in 2025 in Quang Ninh.

Immediately upon receiving the President's amnesty decision and guiding documents, Quang Ninh Prison and Quang Ninh Provincial Police thoroughly grasped and carried out the procedure on time, ensuring compliance with legal regulations, democracy, objectivity, fairness, openness, transparency, strictness, and targeting the right subjects, without allowing errors and negativity to occur.

As of March 18, Quang Ninh Prison had 2,710 prisoners. After reviewing, the Prison's Amnesty Review and Proposal Council unanimously proposed amnesty for 69/70 eligible prisoners (including 1 prisoner who requested not to be amnestied to enjoy the policy of reducing the term of serving the prison sentence on April 30).

Leaders of Quang Ninh Provincial Police reported on the implementation of amnesty work at the Provincial Police Detention Center.

At the Quang Ninh Provincial Police Detention Center, with 137 prisoners, the Amnesty Council reviewed and evaluated 34 prisoners as eligible for amnesty.

At the conference, leaders of the Provincial Police and the Warden of the Provincial Police Detention Camp also reported on the situation, some difficulties and problems, and proposed to supplement equipment, machinery, means and human resources for detention, judicial support, and community education management after implementing the 3-level Police model.

Concluding the working session, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, acknowledged, commended and highly appreciated the implementation of temporary detention and imprisonment at Quang Ninh Prison and Quang Ninh Provincial Police. Affirming that amnesty is a humane clemency policy of the State, the Deputy Minister requested units to continue to pay attention to and do a good job in managing, educating and reforming prisoners; ensuring policies for prisoners serving sentences at Prisons and Temporary Detention Centers; paying attention to implementing education and vocational training; reviewing the list of eligible amnesty to avoid omissions, ensuring the rights of those being detained, imprisoned and serving sentences. After the results of amnesty are considered, the organization will announce them within the prescribed time limit; at the same time, notify the local police to manage reintegration into the community, especially the number of recidivists.

Regarding the Quang Ninh Provincial Police, the Deputy Minister suggested promptly completing the project to arrange regional sub-camps and submitting it to the Department of Professional Affairs for approval so that the Ministry can soon make an official decision and soon deploy the smart detention camp model.
