Prime Minister directs to resolve problems related to Can Tho Airport and Seaport

The Government Office has just issued Official Dispatch No. 7796/VPCP-CN on resolving difficulties related to Can Tho International Airport and Can Tho Seaport.

Accordingly, considering the report of the People's Committee of Can Tho City (in Document No. 4038/UBND-KT dated September 19, 2024), of the Ministry of Transport (in Document No. 10680/BGTVT-VT dated October 3, 2024) on the operation of Can Tho International Airport and Can Tho Seaport, Prime Minister Pham Minh Chinh has the following comments:

Can Tho City People's Committee shall proactively coordinate with relevant ministries, branches and agencies to resolve difficulties and problems in the process of implementing investment and exploitation of Can Tho International Airport and Can Tho Seaport in accordance with the provisions of law; report to the Prime Minister on issues beyond its authority before November 25, 2024.

The Ministries of Transport, National Defense, Finance and the State Capital Management Committee at Enterprises shall, according to their functions and tasks, guide and support the People's Committee of Can Tho City in the implementation process before November 15, 2024.

The Prime Minister assigned the Government Office to monitor and urge ministries and branches to implement on schedule, and on November 15 and 25, 2024, report to the Prime Minister to handle any delays (if any).

Previously, in Document No. 4038/UBND-KT dated September 19, 2024, the People's Committee of Can Tho City reported to the Prime Minister on the progress of coordination in resolving difficulties related to the operations of Can Tho International Airport and Can Tho Seaport.

Tan Cang Cai Cui Port (Cai Rang District, Can Tho City) is operated by Saigon Newport Corporation.

Regarding Cai Cui Wharf area, currently including Cai Cui Port operated by Can Tho Port Joint Stock Company under Vietnam National Shipping Lines (Vinalines), currently has 2 wharves with a total length of 365 m, receiving ships of up to 20,000 DWT, the area of ​​warehouse land behind the port is 25 hectares.

Tan Cang Cai Cui Port is operated by Saigon New Port Corporation. Currently, it has one wharf with a length of 180 m, receiving ships with a capacity of up to 20,000 DWT, and a warehouse area behind the port of 8 hectares.

The land area connecting to Cai Cui port is managed and exploited by Can Tho City Development Investment Fund; the current land area is about 28 hectares. The part adjacent to Hau River is about 360 meters long and currently has no wharf.

The 15.6-hectare land plot is adjacent to the back of the Cai Cui Port (Vinalines) warehouse area managed by the Can Tho City Land Fund Development Center. According to the planning of Can Tho City approved by the Prime Minister in Decision No. 1519/QD-TTg dated December 2, 2023, the planning orientation is a Class II logistics center associated with Cai Cui port.

In 2023, Cai Cui Port area will exploit about 1.45 million tons of goods/year (reaching 32% of the current design capacity of 4.5 million tons of goods/year).

Regarding Can Tho International Airport, currently managed by Vietnam Airports Corporation, the cargo terminal and essential airport facilities have not been built according to the plan.

Can Tho International Airport has not yet built a cargo terminal and has not yet completed the construction of essential airport facilities according to the plan.

According to the detailed planning of Can Tho International Airport approved by the Ministry of Transport in Decision No. 2717/QD-BGTVT dated December 12, 2006, there are still some functional subdivisions serving the development of domestic and international freight transport (traffic routes within the civil aviation area, cargo terminal, terminal T2, Hangga project, aviation fuel area, logistics development service areas, car parks serving functional subdivisions, technical subdivisions supporting electricity and water supply...) that have not yet been able to be invested in and built due to the existing land of the C50 Radar Station belonging to Regiment 294 - Division 367 - Air Defense - Air Force stationed on the land planned to build a civil aviation area (because the People's Committee of Can Tho City has not yet allocated a new land for construction and relocation).

According to the proposal of Can Tho City People's Committee, for Cai Cui Port area, to strengthen cooperation in exploitation and investment in construction to reach the scale of the wharf and the area of ​​logistics land, warehouses behind the port complete according to the plan, in the coming time, Can Tho City People's Committee will work with Vietnam National Shipping Lines on the proposal to soon deploy investment in construction of Cai Cui Port to reach the complete scale including 4 wharves according to the plan, continue to invest in modern loading and unloading equipment, upgrade infrastructure of warehouse land behind the port (area of ​​about 25 hectares) to improve exploitation efficiency.

Work with Saigon Newport Corporation on a joint venture with Can Tho City Development Investment Fund to invest in the construction of a port area connecting to Cai Cui port according to the plan.

Carry out land auction procedures (area of ​​about 15.6 hectares) to select a capable and experienced investor to implement the Class II Logistics Center project associated with Cai Cui port according to the approved planning.

Regarding investment in upgrading Can Tho International Airport, Can Tho City People's Committee will review and soon allocate land to relocate the C50 Radar station of Regiment 294 - Division 367 - Air Defense - Air Force to a new location, hand over the existing Radar station land, create favorable conditions for Vietnam Airports Corporation to deploy investment in construction of civil aviation works according to the approved detailed planning of Can Tho International Airport, especially the construction and development of domestic and international aviation logistics - warehouses (cargo warehouses and cargo terminals).

In case Vietnam Airports Corporation does not invest, the City People's Committee will report to the Ministry of Transport to propose and call for appropriate investment forms according to the provisions of law.
