Lam Dong drafts policy to support people helping people being educated locally

Lam Dong Provincial People's Committee has just issued a document on posting and collecting opinions on the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council stipulating the level of support for people assigned to directly help people subject to administrative education measures at communes, wards and special zones.

This document aims to implement Notice No. 123/TB-HĐND, dated September 30, 2025 of the Standing Committee of the Provincial People's Council on the conclusion of the 46th meeting, and Official Dispatch No. 4601/UBND-NC dated October 3, 2025 of the Provincial People's Committee on preparing content for the 4th Session (Special Session) and the regular session at the end of 2025 of the Provincial People's Council.

Pursuant to Circular No. 82/2022/TT-BTC dated December 30, 2022 of the Ministry of Finance , the budget expenditure level for educational activities in communes, wards and towns has been specifically regulated.

In which, Clause 7, Article 4 clearly states: Only support for those directly assigned to help people being educated locally according to the provisions of Article 29 of Decree No. 120/2021/ND-CP. The support level is not less than VND 360,000/person/month, depending on the ability to balance the local budget, decided by the Provincial People's Council.

On that basis, Lam Dong Department of Finance has drafted the Submission of the Provincial People's Committee and the Resolution of the Provincial People's Council, proposing specific support levels for the above subjects, to ensure practicality and suitability with local budget conditions.

To complete the draft in accordance with the process of drafting legal documents, the Department of Finance requests the Provincial Vietnam Fatherland Front Committee, the Department of Justice, the Department of Home Affairs, the Department of Science and Technology, relevant departments and branches, and the People's Committees of communes, wards, and special zones to study and contribute opinions.

Comments must be sent in writing to the Department of Finance no later than October 26, 2025 for synthesis and submission to competent authorities for consideration.

At the same time, the Provincial People's Committee assigned the Information Center - Office of the Provincial People's Committee to post the full text of the draft Proposal and Resolution on the Provincial Electronic Information Portal within 10 days, so that organizations and individuals can participate in giving comments. Contributions sent via the Electronic Information Portal will be sent to the Department of Finance to receive, edit and complete the draft resolution.

Lam Dong Provincial People's Committee hopes to receive attention and active cooperation from agencies, units and people in the area in building this practical support policy.
