On the morning of October 11, Prime Minister Pham Minh Chinh , Head of the Central Steering Committee on housing policy and real estate market, chaired the second meeting of the Steering Committee, focusing on discussing breakthrough development of social housing.

Attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee, leaders of ministries, central agencies, 34 provinces and cities, representatives of corporations, enterprises and commercial banks.
The meeting will evaluate the results of task implementation in the first 10 months of the year, review the implementation of tasks assigned by the Prime Minister at the first meeting on September 22, and set out key tasks for the Steering Committee's activities in the last months of 2025 and in the coming time, especially in social housing development.
In his opening speech, Prime Minister Pham Minh Chinh stated that breakthrough development of social housing and solving outstanding problems related to real estate development are two closely linked issues.
According to the Prime Minister, the whole country is in a peak period of emulation to achieve achievements to welcome the 14th National Party Congress, accelerating, breaking through, and completing the goals and tasks set out in the Resolution of the 13th National Party Congress. In particular, one of the key political tasks is to achieve social progress and equity, improve people's lives, and ensure a harmonious connection between economic development, social development, and harmony between humans and nature.
The Prime Minister stated that in order to develop and operate the real estate market synchronously, it is necessary to develop and expand housing types, promote the development of social housing, rental housing, low-cost housing, housing for workers in industrial parks, create conditions and encourage economic sectors to participate in housing development according to market mechanisms for social policy beneficiaries...
Resolution No. 01/2025 of the Government on the main tasks and solutions to implement the socio-economic development plan in 2025 has determined to focus on effectively implementing the national housing development strategy, specifically the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030 and local housing development programs and plans. Strive to complete over 100,000 social housing units by the end of 2025.
Recently, the Government and the Prime Minister have resolutely directed the implementation of many synchronous solutions to remove difficulties, promptly promote investment projects, increase the supply of housing and real estate products in all segments, especially the segment of affordable housing and social housing; strengthen control and rectify land management, use, valuation and auction of land, promptly handle cases of manipulation, price hikes and speculation, in order to stabilize the real estate market with more synchronous institutions, more preferential policies and mechanisms, more convenient administrative procedures, create a larger supply of housing, with more reasonable segments and lower prices, thereby ensuring the right to housing of the people.
Since the beginning of the year, the Government and the Prime Minister have issued 3 resolutions, many telegrams, 12 directives and management documents related to the housing sector and the real estate market, including assigning 41 specific tasks to ministries, branches and localities to remove difficulties and obstacles, promote the development of social housing and develop a safe, healthy and sustainable real estate market.
In particular, the Prime Minister issued Decision No. 444 dated February 27, 2025 assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to their socio-economic development targets.
Up to now, according to the report of the Ministry of Construction, the whole country is investing in building 132,616 social housing units, of which in the first 9 months of the year, 73 new projects with a scale of 57,815 apartments were started.
In addition to the achievements, the Prime Minister pointed out that a number of legal regulations, mechanisms and policies on the development of the real estate market and social housing have not been amended or supplemented to suit the actual situation. There is a lack of supply of affordable commercial housing and social housing, while the progress of implementing social housing investment projects is still slow.
Housing prices in large cities are still beyond the affordability of most people, and there is still a situation of price hikes, high prices, virtual prices, and market information disruption for profiteering purposes. Some project investors offer real estate prices much higher than the average. Real estate operations and trading floors are not unified, still contain risks and lack transparency. Information on housing and the real estate market is not complete, timely, and lacks transparency.
In addition, the target of completing 100,000 social housing units by 2025 is a big challenge, requiring breakthrough solutions. In addition to 22/34 localities expected to achieve and exceed the assigned social housing target, there are also 8/34 localities that have difficulty completing the assigned target.

The Prime Minister asked the delegates to speak frankly, accurately reflect the situation and propose specific, breakthrough solutions to promote the development of a stable, fair, healthy and sustainable real estate market, not allowing speculation and price inflation for profit; the spirit is to combine words with actions, do real work, be effective and the people can enjoy real benefits.
The Prime Minister suggested a number of contents for delegates to focus on discussing: Solutions to increase the supply of social housing and commercial housing at suitable prices; solutions to reduce investment costs to reduce product prices, such as cutting compliance costs, input costs, reducing administrative procedures, and reducing construction costs.
Along with that is an appropriate tax policy to prevent speculative acts of inflating prices and offering housing prices too high compared to the market average; a credit policy to regulate, prioritize, and direct capital flows into social housing projects and those in need of buying social housing and commercial housing at suitable prices, while controlling the flow of money into speculative housing segments and taking advantage of policies.
Raising the issue of why with the same policy mechanism, some localities do very well, while others do not, the Prime Minister suggested pointing out lessons learned from practice; institutional and legal problems in establishing real estate transaction centers and land use rights managed by the State; land price issues; project assignment to investors and social housing construction enterprises...
Regarding the opinion that "there are provinces that do not have a need for social housing", the Prime Minister expressed disagreement and said that "there is no province that does not have a need", the problem is to have a suitable approach; and "if any province really has no need, it is very welcome and requested to report clearly". According to the Prime Minister, it is necessary to determine that social housing is not only high-rise buildings but can also be low-rise buildings; social housing is not located in "the middle of nowhere" or "leftover land" but must have full infrastructure of transportation, electricity, water, telecommunications, society, health, culture, and education.
The Prime Minister hopes that after the meeting, a number of authorities under the Government, ministries, branches and localities will be immediately resolved; if there are any remaining problems, he will propose that the National Assembly at the upcoming session issue a resolution to continue to resolve them.
The spirit is not to let institutional problems prevent us from effectively implementing social housing to meet the huge demand today; we must renew our thinking, act decisively, have high determination, make great efforts, identify key points, learn from experience as we do, expand gradually, not be perfectionist, and not be hasty.
According to the Prime Minister, all relevant entities must make efforts and be proactive, with the state creating and businesses taking the lead, contributing to promoting a healthy, stable, and developing real estate market, and ultimately the people must enjoy it.
