On the afternoon of October 11, Lam Dong Provincial Party Committee held a press conference to quickly inform the results of the 1st Provincial Party Congress, term 2025 - 2030 and introduce the preparations for the Lam Dong Investment Promotion Conference in 2025. The event attracted the attention of central and local press agencies.

At the press conference, comrade Dang Hong Sy, Deputy Secretary of the Provincial Party Committee, said that the 1st Congress of Lam Dong Provincial Party Committee, term 2025-2030, took place in three days (October 9-11) and completed the entire working program on the morning of October 11. Attending the Congress were 498 official delegates appointed from 128 affiliated Party Committees, representing nearly 124,000 Party members of the Party Committee. The Congress was honored to welcome comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister of the Government, on behalf of the Politburo to attend and direct the Congress.

With the theme "Building a clean and strong Party and political system; promoting the great national unity bloc, diverse cultural identity, potential, advantages and innovation; strengthening national defense and security; building Lam Dong province to develop rapidly and sustainably, becoming a dynamic growth pole in the era of national development", the Congress approved important documents, including the political report, the review report of the Executive Committee for the 2020-2025 term and the action program to implement the Resolution for the new term.

Regarding personnel work, the Congress announced the Politburo and Secretariat's Decisions on key personnel work of the Provincial Party Committee in the new term, appointing the Lam Dong Provincial Party Committee Executive Committee, term I, 2025 - 2030, consisting of 94 comrades; the Provincial Party Committee Standing Committee consisting of 26 comrades. Comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, continues to hold the position of Provincial Party Committee Secretary. The Deputy Secretaries of the Provincial Party Committee include comrades Ho Van Muoi, Pham Thi Phuc, Dang Hong Sy, Bui Thang and Luu Van Trung.

Along with that, the Secretariat appointed the Provincial Party Committee's Inspection Committee, term I, 2025 - 2030, consisting of 15 comrades. Of which, comrade Nguyen Van Quang, member of the Provincial Party Committee's Standing Committee, was appointed to hold the position of Chairman of the Provincial Party Committee's Inspection Committee. The Congress also announced the Politburo's Decision to appoint the Lam Dong Provincial Delegation to attend the 14th National Party Congress, including 45 official delegates and 4 alternate delegates.

The Congress identified 5 groups of guiding viewpoints, 6 key tasks, 3 development breakthroughs and 15 key projects for the 2025 - 2030 term, of which 8 projects use state budget capital and public-private partnerships, and 7 projects attract investment.

Notably, this is Lam Dong's first paperless Congress, with the entire process of organization, search, roll call, and achievement display completely digitized.

Regarding the Lam Dong Investment Promotion Conference 2025, Vice Chairman of the Provincial People's Committee - Nguyen Ngoc Phuc - informed that the conference will take place on the morning of October 12 at Dalat Opera House, Lam Vien Square, with the theme "Lam Dong: Breaking through potential, raising position". The event is expected to have 750 delegates, including leaders of the Government, ministries, embassies, international organizations and domestic and foreign enterprises.

The conference will introduce Lam Dong's new development strategy for the 2025-2030 period, focusing on the fields of green economy, processing industry, renewable energy, tourism - services and high-tech agriculture, and honor 80 typical enterprises on the occasion of Vietnamese Entrepreneurs Day, October 13.

At the press conference, representatives of central and local news agencies and newspapers raised many questions focusing on the key issues of the Congress and the upcoming management work of the province. The questions revolved around how the Provincial Party Committee would implement the Action Program so that the Congress Resolution would quickly come into life; solutions to thoroughly implement in the entire political system to avoid congestion and create favorable conditions for businesses; as well as how to remove difficulties in the fields of planning, bauxite mining and investment attraction - issues that are of particular concern to public opinion...

Comrade Ho Van Muoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Lam Dong Provincial People's Committee - said that after the merger, Lam Dong faced many challenges but the province did not falter. The locality identified the development of transport infrastructure and digital infrastructure as two key pillars in the coming period. The province is urgently removing planning obstacles, accelerating infrastructure investment progress, developing human resources, aiming for sustainable and comprehensive development goals. Particularly in the field of minerals and bauxite, the provincial leaders affirmed that with the close coordination of central ministries and branches, by 2026, Lam Dong will basically handle major bottlenecks and unlock development resources.

The Chairman of the Provincial People's Committee also informed that, in order to promote the disbursement of public investment capital, Lam Dong has established a Steering Committee to remove difficulties for projects, directly managed by the Provincial Party Secretary and Deputy Secretaries. The Steering Committee meets regularly every Thursday evening to review and resolve each specific problem.

Currently, the province has more than 300 public investment projects with a total capital of tens of thousands of billions of VND, many of which have been pending for many years. Mr. Ho Van Muoi said that the handling will follow a scientific roadmap, and at the same time, asked businesses to review their capacity to avoid the situation of "holding projects" but not implementing them.

Another key objective is to build an interconnected electronic document management system, allowing businesses to track the status of "going - coming" documents between state agencies and investors. Lam Dong aims to complete this system in the fourth quarter of 2025, aiming for a transparent, fast administration, and comprehensive online connection between the government and businesses.

In his concluding remarks, Provincial Party Secretary Y Thanh Ha Nie Kdam affirmed that developing transport infrastructure is the focus, the "connecting fulcrum" for Lam Dong's growth. When transport infrastructure is invested synchronously, it will open up new development space, connect investors, promote the implementation of key projects, thereby creating a driving force for the entire local economy.

The Provincial Party Secretary added that up to now, the two-level government model after the rearrangement has initially operated effectively, contributing to streamlining the apparatus and improving management effectiveness. However, this process still has many difficulties that need to be resolved. Lam Dong identified personnel work as the key and decisive factor to handle bottlenecks in development. The province will continue to review and comprehensively evaluate the team of cadres, civil servants and public employees, ensuring the right people are assigned to the right jobs; at the same time, increase cadres from departments and branches to support the grassroots, organize training and professional development in the direction of "hand-holding and showing how to do things" to improve the capacity to perform public duties.

In the coming period, Lam Dong will prioritize a group of 15 key tasks on infrastructure development, focusing on main highways, regional traffic infrastructure and digital infrastructure, creating a foundation for attracting investment and developing industry, services and tourism.

At the same time, the locality is orienting green transformation as a strategic pillar. Dubbed the "land of green agriculture", Lam Dong is promoting the restructuring of the agricultural sector towards high technology, reducing emissions, developing clean energy and sustainable production. According to the Secretary of Lam Dong Provincial Party Committee, this is not only a development requirement but also the responsibility of the locality in the process of moving towards a green, environmentally friendly economy.
