Prime Minister Pham Minh Chinh signed Directive No. 29/CT-TTg dated September 23, 2025 on implementing key tasks and solutions to promote exports and develop foreign markets.
In recent times, the Government and the Prime Minister have issued many directives, the Ministry of Industry and Trade and other ministries, agencies and localities have made efforts to synchronously and effectively implement solutions to promote exports, develop and expand markets. As of September 15, 2025, the total import-export turnover of goods nationwide reached 637.21 billion USD, an increase of 17.2% over the same period last year; of which exports reached 325.26 billion USD, an increase of 15.8% and imports reached 311.95 billion USD, an increase of 18.8%; the trade balance of goods had a surplus of 13.3 billion USD.
However, in the context of a complex and unpredictable world , especially strategic competition, conflicts, instability in some regions, and the US's reciprocal tax policy... export activities in the coming time will face many difficulties and challenges.
In order to proactively, flexibly, promptly, appropriately and effectively adapt to the world and regional situation, continue to promote exports, develop foreign markets, and achieve the export growth target of over 12% in 2025, contributing to the realization of the economic growth target of 8.3-8.5% in 2025 and double digits in the following years, the Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on leading, directing and implementing the following key tasks and solutions:
Monitor and grasp the market situation and trade policies of countries and partners to proactively implement within authority or propose to competent authorities flexible, timely and effective solutions to promote exports and promptly remove arising difficulties and problems.
Promote the effective exploitation of signed Free Trade Agreements (FTAs), focusing on business connection activities, trade promotion, and supporting businesses to take advantage of opportunities from FTAs; promote negotiations and signing of new FTAs to open up potential markets such as the Middle East, Africa, Latin America, Central Asia, Eastern Europe, India, Pakistan, Brazil, etc.; promote negotiations and signing of 2 FTAs between Vietnam and Mercosur and GCC in the fourth quarter of 2025. Continue to drastically and synchronously implement solutions to diversify markets, products, supply chains, and sources of raw materials to serve production and export activities.
Continue negotiating the Reciprocal Trade Agreement with the United States under the direction of competent authorities, the Government, and the Prime Minister.
Implement large-scale, in-depth trade promotion programs for each industry in key markets such as the EU, the United States, China, Japan, Korea, ASEAN, India, the Middle East, Africa and Latin America...; diversify effective trade promotion forms, link trade promotion activities with production and export development of domestic enterprises, promote e-commerce development, digital transformation. Direct the system of Trade Offices, Trade Promotion Offices, and Vietnamese Product Introduction Centers abroad to increase support for Vietnamese enterprises in providing information, market consulting, trade promotion, connecting exporters, importers, and distributors in the local market, promoting products and brands.
Strengthen trade promotion activities to serve selective imports of input materials, components, equipment, and technology for production, to support domestic enterprises to improve production capacity, increase product value for export, and contribute to balancing the trade balance in markets.

Strongly reform, simplify administrative procedures, promote decentralization and delegation of power; enhance digitalization, minimize administrative procedures related to import and export goods; develop diverse value-added logistics services to meet domestic and international needs.
Promote the production of materials for agricultural production such as plant and animal varieties, fertilizers, pesticides, and animal feed to be self-sufficient in domestic resources, contributing to the harmonization of trade balance with major countries and partners. Promote research and development of new varieties, application of biotechnology in crossbreeding new and specific product varieties, and in post-harvest preservation to create distinct values for agricultural products, creating a distinct advantage in export compared to competitors. Improve the quality of Vietnamese agricultural products, clear geographical indications, and production of low-carbon products.

The Ministry of Foreign Affairs shall preside over and coordinate with relevant agencies to promote political-diplomatic measures, continue to grasp the world and regional situation, especially in trade and investment; build, consolidate and enhance good relations with countries, especially major countries and comprehensive strategic partners on the basis of trust, sincerity and harmonization of interests; promote economic diplomacy activities, expand markets, support businesses to promote exports, investment and effective business in foreign markets.
The Ministry of Construction shall preside over and coordinate with the Ministry of Industry and Trade, the People's Committees of provinces and cities and relevant agencies to build and upgrade transport infrastructure, warehouses, deep-water seaports, logistics centers on routes and corridors connecting Vietnam's ports with other countries to meet the needs of import and export of goods; focus on developing waterway transport in the Mekong Delta region, types of logistics services, attracting investment in international transport services to reduce logistics costs. Continue to implement solutions to improve the capacity and market share of import and export goods transportation of Vietnamese maritime transport enterprises.
The Ministry of Science and Technology shall preside over and coordinate with relevant agencies to strengthen measures to support the protection of intellectual property and geographical indications of Vietnam's potential export products in key foreign markets; and strengthen propaganda, training and education on intellectual property for import-export enterprises.
The State Bank of Vietnam shall preside over and coordinate with relevant agencies to manage exchange rates flexibly, harmoniously, and reasonably balance interest rates, stabilize the value of the Vietnamese Dong; research and develop connections in the monetary and banking sectors in accordance with international commitments and laws, contributing to supporting trade and investment with partner countries, stabilizing and limiting risks arising in the cooperation process.
The People's Committees of localities with agricultural products exported across the border regularly update information and situations from border provinces to advise farmers, production facilities, and enterprises processing and exporting agricultural products and fresh fruits in the area to proactively plan production, packaging, delivery, and export of goods, to avoid congestion and other adverse impacts. The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues arising beyond its authority.
