Support for the poor

- Over the past years, the capital source of the loan program for poor households implemented by the Transaction Office of the Vietnam Bank for Social Policies (VBSP) Huu Lung has helped thousands of poor households escape poverty and become rich in their homeland.

Cai Kinh commune people develop custard apple growing model from preferential loan capital

Mr. Phan Trong Thuan's family in Dang village, Cai Kinh commune was previously a poor household, lacking capital to develop production. In 2021, with the guidance of the head of the village savings and loan group and the staff of the Huu Lung Social Policy Bank Transaction Office, his family applied for a loan of 100 million VND from the poor household loan program to invest in planting and caring for custard apple trees. Mr. Thuan said: With capital, my family has renovated the land to plant 500 custard apple trees, and at the same time cared for some of the custard apple areas that had been planted before. To make the capital effective, I actively participated in training courses on science and technology transfer organized by the commune. Up to now, my family has about 800 custard apple trees, each year yielding about 5 tons of fruit, bringing in an income of over 100 million VND/year. In 2023, my family has escaped poverty.

Not only Thuan's family, in recent years, the capital source of the poor household loan program has helped many poor households in Cai Kinh commune to rise up. Currently, the whole commune has 131 households borrowing capital from the program with outstanding loans of over 10 billion VND. Mr. Linh Van Diep, Vice Chairman of the Commune People's Committee, said: In recent times, the capital source of the poor household loan program in the commune has been effective, helping households borrow capital to invest in planting fruit trees, afforestation, and raising livestock. Thereby, contributing to the effective implementation of the commune's poverty reduction work. By the end of 2024, the commune's poverty rate will be 2.23%, down 4.9% compared to 2020.

"In recent years, the Huu Lung District Social Policy Bank Transaction Office has effectively implemented the Government's preferential credit programs; it is the unit with the highest outstanding loan programs in the whole province. The unit has proactively implemented many solutions to improve the effectiveness of the loan program for poor households, ensuring that capital reaches the right beneficiaries. Thereby, helping poor households have the conditions to borrow capital to develop the economy , gradually escape poverty, become rich legitimately, contributing to the good implementation of social security work and new rural construction in the area".

Together with Cai Kinh commune, up to now, Huu Lung Social Policy Bank Transaction Office has provided loans for poor households with a total outstanding loan balance of VND 95.6 billion to 1,319 borrowers. The timely disbursement of capital has helped thousands of poor households in the communes under the management of the unit (including Huu Lung, Tuan Son, Tan Thanh, Van Nham, Thien Tan, Yen Binh, Huu Lien, Cai Kinh communes) develop economic models such as: planting forests, fruit trees, raising livestock, doing business services, etc.

Ms. Nguyen Thanh Huyen, Deputy Director of the Huu Lung Social Policy Bank Transaction Office, said: In recent years, the transaction office has done a good job of promoting the loan program to the people. The unit coordinated with the People's Committees of communes to review the loan needs of poor households and make a list of borrowers from the beginning of the year, on that basis, the bank disbursed capital quickly and promptly. In order for the capital to be effective, the transaction office also assigned credit officers to coordinate closely with the People's Committees of communes, entrusted socio- political organizations and savings and loan groups to regularly check borrowers, grasp the circumstances of each poor household to guide and orient households to use the capital appropriately and effectively. From 2021 to now, the capital of the loan program for poor households has helped 1,180 households escape poverty.

With these results, recently, the Huu Lung Social Policy Bank Transaction Office was awarded a certificate of merit by the General Director of the Vietnam Social Policy Bank in the emulation movement "For the poor - No one is left behind" for the period 2021 - 2025.
