Implement preferential policies for people with revolutionary contributions

In Resolution No. 42-NQ/TW, dated November 24, 2023 of the Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period, the goal set by 2030 is to ensure that 100% of people with meritorious services and their families with meritorious services to the revolution are comprehensively cared for both materially and spiritually, and have a standard of living from average to above the standard of living of the community where they reside. The preferential subsidy level will also continue to be adjusted to the highest level in the social policy system.

With the tradition of “When drinking water, remember its source,” all levels and sectors in the province pay special attention to and effectively implement preferential policies for people with revolutionary contributions. This is not only a responsibility but also a deep gratitude of the Party Committee, government and people of Phu Tho province for the great sacrifices and contributions of generations of fathers and brothers for the independence and freedom of the Fatherland. In the current context, our province is continuing to strive to perfect and improve the effectiveness of policies, ensuring a stable and adequate life for people with revolutionary contributions and their relatives.

The whole province currently has 46,179 people with meritorious services, relatives of people with meritorious services to the revolution and other subjects receiving monthly subsidies from the State with an amount of over 142 billion VND. The payment of monthly subsidies and allowances is carried out promptly, to the right subjects, in accordance with regulations, ensuring that all people with meritorious services receive full support according to the provisions of law. A typical example is Phu Ninh commune, although it has just merged from 4 communes and towns of Phu Ninh, Phu Loc, Phu Nham and Phong Chau, but from the very beginning, local leaders have focused on the work of caring for people with meritorious services. The commune mobilized forces to renovate and repair the Martyrs' Cemetery; made monthly payments to 706 subjects; and gave gifts from the President and the province to the subjects on the occasion of the anniversary of the War Invalids and Martyrs' Day...

The health insurance policy for people with meritorious services is given special attention. Medical facilities in the province always prioritize medical examination and treatment, providing adequate medicine for people with meritorious services, contributing to improving the quality of life and prolonging the life of these subjects. The housing support program for people with meritorious services according to Decision No. 21/2024/QD-TTg of the Prime Minister on the level of support for building new or repairing houses for people with meritorious services to the revolution and relatives of martyrs has been actively implemented, helping thousands of families of people with meritorious services improve their living conditions and have a place to settle down. Ensuring that meritorious people not only have a stable life but also enjoy the best social services and receive spiritual care.

Relatives of meritorious people, especially their children and grandchildren, enjoy preferential policies in education, creating favorable conditions for them to access knowledge, develop themselves, and become useful citizens for society. In addition to implementing policies according to State regulations, the province also actively promotes "Repaying gratitude" activities with many diverse and practical forms: Maintaining and strongly developing the "Repaying gratitude" Fund, mobilizing contributions from the community, businesses and social organizations to support meritorious people in difficult circumstances, building and repairing gratitude houses, giving savings books, medical examinations, providing free medicine... Visiting and giving gifts on holidays and Tet. This is a regular activity, demonstrating the timely attention and encouragement of provincial leaders, all levels, sectors and people for meritorious people.

According to the Department of Meritorious People, Department of Home Affairs, this year, the whole province has 68,691 gifts worth over 29 billion VND. In addition, there are also gifts from the President for each subject. The construction and renovation of martyrs' cemeteries, memorials, and works honoring martyrs in the province have received investment and renovation, becoming red addresses to educate the revolutionary tradition for the younger generation. Promoting the role of meritorious people, the province always encourages and creates conditions for meritorious people to continue to promote revolutionary qualities, participate in social activities, be exemplary in the community, and be a shining example for generations to follow.

Comrade Nguyen Duy Hieu, Head of the Department of Meritorious People, Department of Home Affairs said: In order for policies for Meritorious People to continue to be effective, it is necessary to promote digital transformation in the management of Meritorious People's records, helping to shorten processing time and increase transparency. Strengthen training for grassroots staff to improve policy implementation capacity. In addition to the Central's policies, after merging 3 provinces, the department is planning to consult and propose unifying regulations on specific policies to support health recovery for Meritorious People and monthly support for youth volunteers who have completed their tasks in the resistance war; gift giving norms for revolutionary war zones... At the same time, it is necessary to expand socialized resources, encourage businesses and the community to participate, creating a sustainable support ecosystem for Meritorious People. These synchronous and consistent efforts will contribute to building a fair, humane and traditional society, creating a foundation for the country's sustainable development in the new era.

The preferential policy for people with meritorious services in the province is not only the concretization of the Party and State's policies and guidelines, but also a vivid expression of the homeland's sentiments and responsibilities towards those who sacrificed their blood for independence and freedom. With the deep concern of leaders at all levels and the consensus of the people, the work of caring for people with meritorious services will continue to achieve new achievements, contributing to further embellishing the nation's noble tradition of "Repaying gratitude".
