In the third quarter of 2025 and the first nine months of 2025, the world and regional situation will face many difficulties, challenges, and problems beyond forecasts, especially trade tensions and the US's reciprocal tax policy; political and military instability in some countries; natural disasters, storms and floods affecting people's lives, directly impacting investment, production, and business.

Under the leadership of the Party and the direction of the Government , the entire Party, people and army with high determination and great efforts have overcome many difficulties, removed many bottlenecks, basically completed the set targets and tasks, GDP growth in the third quarter reached 8.23%, the total for the first 9 months reached 7.85%; all 3 regions, especially the leading localities all grew well, 6 localities grew over 10%, 16 localities grew over 8%.

The two-level local government apparatus has basically operated smoothly, synchronously and seamlessly. The work of preparing and organizing party congresses at all levels towards the 14th National Party Congress has been carried out on schedule, achieving the set goals and requirements. The 13th Central Conference was successfully organized with many large and important contents. The Politburo , the Secretariat and the Politburo's working groups have worked and given opinions on draft documents and personnel plans of 40/40 party committees directly under the Central Committee, 37/40 party committees have completed the organization of the congress.

The political security, order and social safety situation is stable. Social security work, care for the material and spiritual life of the people, especially those in difficult circumstances, the disadvantaged, people in remote areas, border areas, seas and islands are focused on. The celebration of the 80th anniversary of the August Revolution and National Day on September 2nd was very successful, recognized and highly appreciated by the people and international friends.

Concluding the meeting, comrade Tran Cam Tu, Standing member of the Secretariat, acknowledged and commended the agencies for overcoming difficulties, focusing on leadership, direction, guidance, and completing a very large, urgent, and complicated workload, but also very timely and effective, contributing positively to the overall success of the Party and the country. The workload in the fourth quarter and the whole year of 2025 is very large, with very high requirements, requiring agencies to be more proactive, carefully reviewing tasks and targets, focusing on the following key tasks:

Continue to advise, organize the implementation, and complete the entire 2025 Work Program. Carefully prepare, ensure the quality and progress of projects and contents submitted to the Central Committee, the Politburo, the Secretariat, and the National Assembly. Prepare to well organize the 10th Session of the 15th National Assembly; the 14th and 15th Central Conferences of the 13th tenure and the 14th National Party Congress; elections of the National Assembly and People's Councils at all levels... Take measures to promote the completion and over-fulfillment of targets and tasks; conduct a summary of the year's work before December 25, 2025.

Advise on summarizing Resolution 18-NQ/TW and summarizing the organization of provincial party congresses. Continue to strictly implement the conclusions of the Politburo and the Secretariat on tasks and solutions to improve the operational efficiency of the political system and the two-level local government apparatus; promote administrative procedure reform (immediately overcome the localization of administrative procedures), reduce unnecessary reports, documents, and meetings; strengthen inspection, guidance, and professional and technical training; continue to review and streamline the internal apparatus; properly handle public finance and property issues.

Accelerate disbursement of public investment capital, remove difficulties for production and business, strive for growth of 8.3 - 8.5%; promote the development of science and technology, innovation, digital transformation in all localities and fields. Resolutely and effectively implement recent Resolutions of the Politburo (Resolutions No. 57, 59, 66, 68, 70, 71, 72); focus on removing difficulties and obstacles in backlogged and prolonged projects; focus on cultural and social development, ensuring social security, improving people's lives; strengthen environmental protection, prevent and combat natural disasters, and respond to climate change. Focus on quickly overcoming the consequences of storms No. 9, 10, 11 and floods after storms; especially need to care for and support the lives and production of people in areas directly affected by recent storms and floods.

Continue to speed up the progress of inspection, investigation, and handling of cases and incidents under the supervision and direction of the Steering Committee, especially cases and incidents related to wasteful projects, slow progress, commercial fraud, counterfeit production, etc.; improve the effectiveness of citizen reception and settlement of complaints, denunciations, recommendations, and reflections; focus on resolving complicated and prolonged unresolved complaints and lawsuits according to the direction of the General Secretary.

Effectively organize visits by key leaders, promote important foreign affairs activities; thoughtfully welcome incoming delegations. Carefully prepare and successfully organize the signing ceremony of the United Nations Convention on Cybercrime in Hanoi (October 25-26, 2025).

Strengthen information and propaganda on policies, guidelines, orientations, and strategies for national development, mechanisms, policies, and achievements in economic development, and ensure social security; replicate good models and good practices; strengthen the protection of the Party's ideological foundation, fight against and refute erroneous and hostile viewpoints, especially in cyberspace.

Party committees, 4 offices, Party committees, agencies and central organizations promptly advise, propose, direct, guide and resolve to overcome limitations, remove difficulties and obstacles. Urgently review and synchronously perfect the Party's institutions and regulations and the State's laws in accordance with the new organizational model. Focus on leading and directing solutions to upgrade, enhance and improve the operational efficiency of agencies; continue to streamline the internal apparatus; promote administrative procedure reform, apply digital transformation and artificial intelligence in party work; build and perfect regulations, rules and working processes, ensuring maximum proactiveness and increased coordination. In particular, it is necessary to pay attention to building a team of cadres of central committees, ministries, branches and organizations to meet the requirements and tasks in the new period.
