Speaking to reporters, Mr. Dang Van Bau, Chairman of the People's Committee of Dien Quan Commune, Bao Yen District (Lao Cai) said: This morning (August 5), floodwaters on the Chay River suddenly rose, causing flooding in 16 households in Trang Village with water levels reaching about 80cm high. The time when the floodwaters were at their highest was from 8:00 a.m. to 9:00 a.m. this morning.

According to Mr. Dang Van Bau, the cause of the flooding was due to the hydroelectric plants upstream releasing floodwaters, causing the water level of the Chay River to rise. As of this morning (August 5), Dien Quan commune has not received any notice of the time of flood discharge from the hydroelectric plants.

This afternoon (August 5), speaking with Dan Viet Newspaper reporters, Mr. Tran Trong Thong, Chairman of the People's Committee of Bao Yen district, Lao Cai province, informed: Before releasing floodwaters, the hydropower plants had notified according to regulations. However, due to the large amount of rain in the upstream, flooding was caused.

Currently, there is no rain in Bao Yen district, so it is unpredictable. Through monitoring, the rain is mainly in Ha Giang province, pushing water downstream.

According to information from the Department of Agriculture and Rural Development of Bac Ha district (Lao Cai), this morning (August 5), right after Bac Ha hydropower plant announced flood discharge at 8:00 a.m., with the upstream water level reaching 180.00m, the downstream water level was 131.54m, the total Q to the downstream was 2779.54m3/s.

At around 10:00 a.m. (August 5), Bao Nhai 1 and 2 hydropower plants; Nam Luc hydropower plant; Phuc Long hydropower plant; Coc Dam hydropower plant; and Nam Khanh hydropower plant on the Chay River basin, Lao Cai province simultaneously discharged floodwaters, causing the water level downstream of the Chay River to rise.
