By the afternoon of September 30, Hanoi was still experiencing torrential rain. In the upper reaches of the Red River, floodwaters had inundated many riverside residential areas in Yen Bai ward (Lao Cai province).

Many areas in the provinces of Cao Bang , Lang Son, Phu Tho... are also flooded, with floodwaters pouring in.

According to information updated as of the afternoon of September 30 from the Department of Dyke Management and Natural Disaster Prevention, widespread heavy rain due to the circulation of storm No. 10 has caused floods to exceed alert level 3 on Thao River (Lao Cai), Ma River (Thanh Hoa) and Ca River (Nghe An).
Currently, the water flow into the reservoirs remains high. Currently, Tuyen Quang Hydropower Reservoir is opening 7 bottom spillway gates, Hoa Binh Reservoir is opening 2 bottom spillway gates, and Thac Ba Reservoir is opening 2 surface spillway gates. These reservoirs were ordered to open their spillway gates from 8pm on September 29 and continue to open from 3am on September 30.

In addition to the large hydropower plants managed by Vietnam Electricity (EVN), some small hydropower reservoirs in Lao Cai are also urgently releasing floodwaters. Therefore, the Red River will rise rapidly. The National Center for Hydro-Meteorological Forecasting has issued a warning of especially large floods on the Thao River.
The Ministry of Agriculture and Environment warned that flood discharge operations could directly affect the lives, agricultural and aquatic production of people in downstream areas.
Meanwhile, in many localities, people are still subjective in going through flooded areas, landslides or crossing overflows when the water level rises, potentially endangering their lives.


* Also today, the Party Committee of Hung Son Commune (Da Nang City) informed that the locality has just organized forces to urgently evacuate 7 houses in Put residential area at risk of landslides to a safe place.

Accordingly, due to the impact of storm No. 10, in Hung Son commune (Da Nang city), there was a serious landslide, directly threatening the lives and property of the people. In particular, the landslide appeared and threatened the Put residential area, forcing 7 households with 38 people to be urgently evacuated to a safe place.

Faced with the urgent situation, the local government mobilized border guards, police, militia, and the participation of a large number of people to urgently evacuate households in the dangerous area. In the morning of the same day, more than 150 people joined forces to help move 7 houses of Put village residents to a safe place.

Authorities have asked the press to step up propaganda, regularly update official information, and advise the community to strictly implement preventive measures and comply with the instructions of local authorities. At the same time, the press and localities need to disseminate skills to cope with rain, floods, flash floods and landslides according to professional guidance documents.
According to the guidance of the Department of Dyke Management and Natural Disaster Prevention, people should remember the national emergency number via Hotline 112 to promptly report natural disasters and request assistance when necessary.

The Hue City Military Command requested the Military Defense Command of the areas and the Military Command of 40 communes and wards to quickly grasp the situation, deploy forces urgently to help the locality clean up village roads and alleys, and avoid traffic jams on residential roads so that people can soon return to normal life after the storm passes.
