On the morning of December 4, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the Government Conference to disseminate and deploy the summary of the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

Also attending were members of the Politburo, members of the Party Central Committee, Deputy Prime Ministers , members of the Government, leaders of ministries, branches and agencies under the Government.

The conference was organized by the Government right after the National Conference on December 1 to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee.

Speaking at the conference, Prime Minister Pham Minh Chinh stated that in the current context, we must not only complete the tasks for 2024, but also review to complete the tasks for the entire term, and organize and streamline the apparatus.

Emphasizing that the Central Committee has done a very thorough job, the Politburo and the Secretariat have organized a national conference to disseminate and implement, the Prime Minister said that the Government has established a Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW and held its first meeting.

According to the Prime Minister, streamlining the apparatus is difficult, even very difficult, but it cannot be done and no matter how difficult it is, it must be done, because the current apparatus is cumbersome, with many intermediate levels and administrative levels, leading to many work bottlenecks.

Faced with difficult, heavy, short-term, high-demand, complex and sensitive tasks, the Prime Minister requested ministers and heads of sectors to promote a sense of responsibility, work with Party committees and agencies under ministries and sectors to thoroughly grasp and organize implementation, ensuring science with appropriate and effective roadmaps and steps.

This time, the organization and streamlining of the apparatus must be associated with promoting the personal responsibility of each member of the Government, ministers, heads of sectors, and individual leaders of agencies; associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees, with selecting the right and suitable staff, promoting the personal responsibility of each person for the assigned tasks, improving the effectiveness and efficiency of operations, and putting the common interest first and foremost.

At the same time, we must do a good job of ideological work, unify our will to act and do together, "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, then we only discuss action, not retreat".

Regarding time, methods and approaches, the Prime Minister requested ministries, branches and agencies to thoroughly grasp the direction of the Central Steering Committee and the Government Steering Committee, promptly establish a Steering Committee with the support team of their ministries and branches to organize the implementation of the summary of Resolution 18 and promote the spirit of initiative in arranging according to the Central roadmap and general instructions. Ministers should spend time and focus on leading and directing this work well.

The Prime Minister also noted that it is necessary to both reorganize the Party organization and the system of state management agencies, and to do so simultaneously according to the direction of the Central Committee and the Government's Steering Committee. The process of reorganizing and streamlining the apparatus must both complete political tasks and summarize the year 2024. Therefore, it is necessary to assign specific tasks to leaders of ministries and branches in the spirit of maximizing functions, tasks, powers and personal responsibilities.

The Prime Minister requested that, based on the direction of the Central Steering Committee and the Government Steering Committee, the Ministry of Home Affairs should make a specific plan with clear dates and times for ministries and branches to implement. Ministries and branches should coordinate with the Ministry of Home Affairs to resolve arising issues and immediately report issues beyond their authority.

Deputy Prime Ministers, according to their assigned fields, proactively work with ministries and branches to deploy and regularly inspect work. The Government Steering Committee meets weekly to deploy work, grasp the situation and handle difficulties.

Regarding the plan to reorganize and streamline the apparatus, the Prime Minister requested to closely follow Resolution 18, the direction of the Central Steering Committee and noted a number of contents: The general goal is to soon complete the construction of functions, tasks, powers, and organizational structures of each agency to be suitable, effective, and streamlined, using a more elite staff; organize multi-sectoral and multi-field ministries, reduce intermediary steps, basically end the model of general departments under ministries; choose names for ministries and agencies that are concise, covering functions and tasks, and have both historical and inherited characteristics, especially for merged ministries.

For state-owned corporations and groups, it is necessary to summarize and promote existing successful models, research and select appropriate models to effectively manage capital, develop state capital and focus on investment, and evaluate the performance of state-owned enterprises based on overall efficiency.

The Prime Minister also requested to carry out political and ideological work well, ensuring policies for cadres, civil servants, public employees and workers when streamlining the organizational apparatus and reducing staff; reviewing legal documents to avoid legal gaps and developing plans so that when the arrangement is completed, work can be started immediately.

The Prime Minister requested that media agencies spend more time promoting information about well-performing units and good models; and step up propaganda about achievements and results of national development.

The Prime Minister once again proposed promoting the sense of responsibility of Central comrades, ministers, and heads of sectors. If leaders set good examples, subordinates will trust and spread the spirit to all agencies. The most important thing is for the common good, the national interest, and the people.
