On the morning of October 11, in Na Ngoi commune ( Nghe An province), General Secretary To Lam attended the groundbreaking ceremony for the construction of Na Ngoi Primary and Secondary Boarding School.
This is a project implemented under the new policy of the Politburo on investing in the construction of 248 primary and secondary boarding schools in the mainland border communes.

Na Ngoi Primary and Secondary Boarding School is a key educational project, covering an area of 5.5 hectares, with a total investment capital of nearly 240 billion VND from State and socialized capital sources.
The project is invested in a modern and synchronous manner with 49 classrooms, full range of classrooms, functional rooms, dormitory, dining room, playground, experience area, production area...
The project not only helps more than 1,900 students in the border area to study and develop comprehensively in knowledge, skills, physical strength, spirit and personality, but also contributes to preserving cultural identity, creating a source of future cadres for the locality, and strengthening national defense and security in the border area.
Speaking at the groundbreaking ceremony, General Secretary To Lam emphasized that the Party and State always identify education as the top national policy and the key driving force for the country's sustainable development.

In recent years, despite many difficulties, the Party and State have paid great attention to the border areas. In reality, the school system, especially the inter-level boarding schools in the border communes, is still very poor, and the learning conditions of students are still limited.
The General Secretary emphasized that the policy of investing in building 248 inter-level boarding schools is a correct policy with profound humanistic significance, demonstrating the special concern of the Party and State for people in border areas, remote and disadvantaged areas.
According to the General Secretary, building schools is not only to provide children with better learning conditions, but also aims at the long-term goal of improving the quality of life of people in border areas, contributing to preserving national territorial sovereignty from the root.
The General Secretary requested the Nghe An Provincial Party Committee, People's Committee and Na Ngoi commune to resolutely take action, considering this a particularly important political task; ensuring site clearance, infrastructure, and capital disbursement on schedule, creating the most favorable conditions for construction units and future teaching work.

General Secretary To Lam requested design, construction, consulting and supervision units to carry out the construction with all their heart and with the highest sense of responsibility, ensuring the quality of the project, labor safety, techniques and aesthetics so that Na Ngoi Primary and Secondary Boarding School is worthy of being a model school in the border area.
According to the General Secretary, central ministries and branches need to closely coordinate with local Party committees and authorities to mobilize people to take care of education, considering schools as "fortresses" of knowledge, culture and patriotism at the border.
Na Ngoi is a border commune bordering Laos, with an area of 341.25km2; population of 9,536 people, of which more than 98% are Mong, Thai, and Kho Mu ethnic minorities.
Na Ngoi commune is about 250km from the center of Nghe An province, located in a particularly difficult economic zone, an important security and defense area of Nghe An province.
