At the meeting, Party Central Committee member and President of the Vietnam Farmers' Union Luong Quoc Doan said that in recent years, under the leadership of the Party, the Vietnam Farmers' Union has constantly innovated its content and methods of operation, making the work of the Union and the farmers' movement more and more substantial, shifting from a formal movement to concrete effectiveness associated with the practical interests of members and farmers.
The Association has actively innovated methods of gathering and uniting farmers through developing models of professional Farmers' Association branches, professional Farmers' Association groups, and farmer club models (Club of good farmers in production and business, Club of farmers with the law, Club of farmers participating in environmental protection).
The Association has innovated and improved the quality of farmers' movements, focusing on two core movements. That is the movement "Farmers produce, do business well, unite to help each other get rich and reduce poverty sustainably" launched by the Central Association since 1989, which has now become the focus of economic and social life in rural areas. The number of high-income farming households is increasing, in which the number of households with an income of over 500 million VND/year has increased 3 times, the number of households with an income of over 1 billion VND/year has increased 2 times compared to the previous 5-year period. Through the movement, the initiative, creativity, and change of production and business thinking of farmers have been promoted, the spirit of mutual love and mutual assistance has been spread to help each other escape poverty and get rich, contributing to bringing Resolution 19 of the Party on agriculture, farmers and rural areas into the practical life of farmers.
The movement "Officials, members, and farmers actively participate in developing collective economy in agriculture" was launched in early 2024 but has created social effects and brought about clear results. After 1 year of implementation, the Association at all levels has established 679 new cooperatives and 3,772 cooperative groups in agriculture, attracting over 745,000 farmer households to participate in cooperative groups and cooperatives.
The Association has promoted consulting and service activities, supporting farmers to develop production and business, bringing practical results with over 20,000 production models applying science, technology, high technology, and biotechnology built and replicated, supporting the building of brands and geographical indications for over 7,000 agricultural products and over 8,000 OCOP products with 3 stars or more; promoted promotional activities to introduce agricultural products; increased capital support to help farmers have conditions to invest in developing production and business...
Reporting to the General Secretary about the "Pride of Vietnamese Farmers" Program in 2025 taking place on the occasion of the 95th anniversary of the founding of the Vietnam Farmers' Union, Chairman of the Vietnam Farmers' Union Luong Quoc Doan said that in 2025, 95 outstanding Vietnamese Farmers and Farmers' Scientists with many innovations in production labor will be honored. Among them are 63 outstanding Farmers from 34 provinces and cities (the oldest delegate is 77 years old, the youngest delegate is 25 years old) and 32 Farmers' Scientists (the youngest Farmers' Scientists is 35 years old; the oldest scientist is 87 years old).
On this occasion, delegates of Outstanding Vietnamese Farmers and Scientists of Farmers in 2025 reported on achievements in agricultural production, business, services, in the movement of building new rural areas and protecting national security; initiatives and inventions in agricultural production, contributing to the development of agriculture, farmers and rural areas.
At the meeting, General Secretary To Lam congratulated all officials and members of the Vietnam Farmers' Union on the occasion of the 95th anniversary of the Union's founding and congratulated and praised 95 outstanding farmers and scientists of farmers in 2025.
The General Secretary emphasized that throughout the nation's history, farmers have always been a strategic force: producing food; creating, preserving and developing culture; and being the foundation of the great national unity bloc. Resolution 19-NQ/TW of the Central Committee on agriculture, farmers and rural areas determined that "Agriculture is a national advantage, a pillar of the economy". In recent years, no matter how difficult the situation has been, agriculture has always achieved positive results, being a solid foundation for the country's breakthrough developments.
Moved by the reports and enthusiastic opinions of the delegates, the General Secretary expressed his joy at witnessing more and more examples of hard work and creativity in agriculture, initiatives and scientific topics. Behind the numbers is the aspiration to rise up, the spirit of creativity, daring to think and do, contributing to raising the brand of Vietnamese agricultural products. Through each story, we can see the characteristics of the professional, modern farmers and the "Farmer Scientists" who are truly the bridge to bring knowledge and technology to fields, barns, factories - turning ideas into productivity, quality and added value. These are the premises for agriculture, farmers and rural areas to develop rapidly in the coming time.
The General Secretary said that our country is entering a new stage of development, with the historic mission of realizing the two 100-year goals of the nation. The goal of continuous double-digit growth poses many challenges. To achieve strategic goals, not only requires extraordinary efforts, but also does not allow for delay, laxity, inaccuracy, lack of synchronization, and lack of rhythm in every step. Regarding the agricultural sector, the Politburo is directing the preliminary review and assessment of the implementation of Resolution 19-NQ/TW of the Central Committee to have policies to continue developing agriculture, farmers and rural areas in the coming time.
In order for agriculture to make a breakthrough, for the countryside to be rich and beautiful, and for farmers to be happy, the General Secretary believes that it is necessary to put farmers at the center. Each farmer is a pioneer on the food security front; an entrepreneur of the land; an "ecological engineer" protecting land, water, forests, and seas; a cultural subject maintaining family traditions, village conventions, festivals, traditional crafts, and nurturing Vietnamese cultural identity in the flow of integration.
The General Secretary emphasized that science and technology must be put right at the heart of production. Scientists should go to the fields, to the farms, to the processing factories. Enterprises and cooperatives should accompany farmers to standardize processes, standardize quality, improve traceability and food safety, meet strict market standards; constantly innovate to develop agriculture. Diversify agricultural products, build brands and expand the Vietnamese agricultural product market. Each commune-level unit should set a target of at least one key branded product... Develop green - circular - climate-adaptive agriculture, shift from "expanding output" to increasing productivity and quality, reducing emissions, saving water, fertilizers and animal feed. Bioeconomy and circular agricultural economy must become the main direction of advanced new rural areas.
The General Secretary wishes to build a civilized, secure, and affectionate countryside; let's join hands to make each village truly a "livable place": with sustainable jobs, culture, a clean, secure, and safe environment.
The General Secretary affirmed that the honored excellent farmers and scientists of farmers must be the torches spreading the spirit of innovation and creativity, the desire to enrich the community legitimately, helping other farmers to rise up together; be the nucleus to build and replicate cooperative economic models, link production according to the value chain, and apply advanced science and technology in production.
