On the afternoon of October 14, the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, continued the discussion program in groups. At discussion group No. 1, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang shared some opinions with the delegates.
Need to take care of vulnerable children
Delegate Cao Thanh Binh, Head of the Culture - Social Committee of the Ho Chi Minh City People's Council, said that according to the survey, with the target of 300 classrooms/10,000 people of school age, there are localities that do not meet the target such as: old Binh Duong ; some districts in Ho Chi Minh City before the merger.

In densely populated areas, there are classes with over 50 students. In some areas, the rate of students graduating from secondary school to public schools is still low, and children from poor families are forced to go to private schools. Therefore, there needs to be a solution to review and evaluate the overall land fund for educational development.
Delegate Cao Thanh Binh proposed a comprehensive assessment of vocational training facilities to avoid training human resources that society does not need, or businesses recruiting but having to retrain.
Mr. Binh pointed out that although tuition is exempted, students have to pay many other fees such as: boarding meals, educational support, extracurricular activities, life skills... He proposed that the city should study and support these fees for students in difficult circumstances to take care of and encourage them to go to school.
Delegate Cao Thanh Binh also mentioned the current situation of investment projects in sports areas. The city needs to calculate to develop both grassroots and high-performance sports.
Discussing the opinion of delegate Cao Thanh Binh, Mr. Tran Luu Quang , Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, said that the city needs to study preferential policies for non-tuition fees for the disadvantaged, especially children in difficult circumstances and with disabilities.
With expenses such as boarding, educational support, extracurricular activities, life skills, etc., society is ready to join hands to sponsor children to go to school.
Secretary Tran Luu Quang said that there should be a policy to support revenues other than tuition fees.

To solve the problem of people being trained in vocational schools but society does not need them or they have to be retrained, Mr. Quang suggested that training institutions research and cooperate with businesses that need workers, and let apprentices practice in factories to improve their skills and expertise.
Focus on strongly developing urban railways
Delegate Cao Hoang Khuong, Chairman of the People's Committee of Hoa Binh Ward, proposed that the city should pay attention to "untying" the vacant land. Currently, these lands are entangled in many regulations and procedures.
Delegate Hoang Tung, Secretary of An Khanh Ward, proposed that among the three breakthrough projects, priority should be given to investing in the urban railway network system .
"The only way to solve congestion is public transport, specifically urban railways. When urban railways develop, they will not only solve congestion but also open up new development space in other areas. It is necessary to successfully complete key projects and develop urban railways in the next 5 years," Mr. Hoang Tung proposed.
Secretary Tran Luu Quang said that this term will develop strongly, maximally, and economically to build urban railways.

Some other delegates of discussion group No. 1 also expressed their opinions on difficulties in the operation of the 2-level local government model, on tree density, breakthroughs in social housing, etc.
Secretary Tran Luu Quang acknowledged the comments and said that the leaders of Ho Chi Minh City will take note of them to direct and manage effectively. The Secretary of the Ho Chi Minh City Party Committee said that after rearranging the administrative boundaries and organizing the local government at two levels, the new ward (commune) located right at the old district headquarters has adequate facilities, but does not have enough conditions to cover the costs.
Some other wards (communes) have to be concentrated in one headquarters, there is not enough space. If we use the old headquarters of the neighboring ward, it will be far away, while the digital transformation is not guaranteed. Mr. Quang hopes that ward secretaries will share this. According to the plan, by the end of the third quarter of 2026, 168 communes, wards and special zones will be fully equipped with computers, vehicles and network equipment to ensure digital transformation.
Regarding urban railway development, Secretary Tran Luu Quang shared: "In this term, we must develop strongly, maximally, and economically to build urban railways because this is the only solution to solve traffic jams."
Mr. Quang emphasized that without compensation for site clearance, these projects cannot be built. Therefore, Ho Chi Minh City is organizing 19 teams to go to the localities to compensate for the areas.
