The General Secretary appreciated the enthusiastic opinions of the delegates, providing rich practical experience for evaluating, supplementing and perfecting new policies and guidelines of the Party and State.

Through the stories of the delegates, we can see the nuances of the professional, modern farmers and the scientists of the farmers are truly the bridge to bring knowledge and technology into the fields, barns, factories, turning ideas into productivity, quality and added value. These are the premises for the development of agriculture, farmers and rural areas.

General Secretary To Lam affirmed that farmers are the ones who have made miracles during the renovation period, contributing to changing the fate of the nation, from prolonged hunger to ensuring food security, and then moving up to being the world's leading agricultural exporter in many products.

The Central Committee has issued Resolution No. 19-NQ/TW, clearly defining the role of agriculture, farmers and rural areas; no matter how difficult the situation is, in recent years, agriculture has always achieved positive results, being a solid foundation for the country's breakthrough developments.

In order for agriculture to make a breakthrough, for the countryside to be rich and beautiful, and for farmers to be happy, the General Secretary believes that farmers must be placed at the center. Each farmer is a pioneer on the food security front; an entrepreneur of the land; an “ecological engineer” protecting land, water, forests, and seas.

It is necessary to bring science and technology to the right "drop point" of production. Scientists go to the fields, to the farms, to the processing factories; businesses and cooperatives accompany farmers to standardize processes, standardize quality, improve traceability, food safety, and meet the standards of demanding markets.

Agricultural products must be diversified, branded and have their markets expanded. Each commune-level unit aims to have at least one branded key product and a digital distribution channel directly to consumers. The quality and food safety standards of each shipment must be considered as a prestigious “passport” for Vietnam in the global market. Focus on developing green, circular and climate-adaptive agriculture.

Shift from “expanding output” to increasing productivity and quality, reducing emissions. Bio-economy and circular agricultural economy must become the main direction of the new advanced rural areas. Build a civilized, secure, and friendly rural area, truly a “livable area”.

The General Secretary said that the Politburo is directing a preliminary review of the implementation of Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Party Central Committee to have policies to continue developing agriculture, farmers and rural areas in the coming time.

The General Secretary requested the Government, ministries, branches and localities to accept recommendations, answer questions and remove difficulties for agricultural development, especially continuing to remove legal bottlenecks, reform investment procedures; prioritizing irrigation infrastructure, rural transport, digitalizing chain management; developing bond markets and investment funds for agriculture suitable for seasonal risks; promoting retraining of rural workers according to business needs...

The Vietnam Farmers' Union improves the operational efficiency of all levels of the union according to the new model under the general coordination of the Vietnam Fatherland Front; strongly innovates the method of operation, focuses on the grassroots, "reduces formality - increases substance", ensures to truly be a companion of farmers, turns farmers' requests into specific action programs; is a bridge between farmers and the government; helps farmers improve knowledge, skills, connect to markets, build brands, expand product consumption...

The General Secretary emphasized that the honored excellent farmers and farmers' scientists must be the torches spreading the spirit of innovation and creativity, the desire to enrich the community legitimately, helping other farmers to rise up; be the nucleus to build and replicate cooperative economic models, link production according to value chains, apply advanced science and technology in production..., contributing to building a rich, prosperous, prosperous, civilized and happy Vietnam.
